Job Overview:
The OzonAction Compliance Assistant Programme Coordinator will lead the Europe and Central Asia Network within UNEP's Law Division, specifically focusing on the OzonAction Branch. This role involves overseeing the coordination of the OzonAction Compliance Assistant Programme (CAP) in the region, ensuring the delivery of high-quality projects and services aligned with UNEP's mandate. The incumbent will engage with Member States, providing policy and technical assistance to facilitate compliance with the Montreal Protocol. The position requires strategic planning, project management, and collaboration with various stakeholders, including government units, NGOs, and industry partners. The coordinator will also be responsible for developing and evaluating programs, conducting outreach activities, and promoting the use of digital tools to enhance program effectiveness.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties, including coordinating OzonAction projects and services, managing the Regional Network of Ozone Officers, consulting with Member States to identify their needs, ensuring coordination with other organizations, providing policy and technical assistance, developing and evaluating programs, coordinating policy development, guiding National Ozone Units, preparing written outputs, leading meetings and consultations, conducting training workshops, enhancing program delivery, and utilizing data-driven decision-making. The role also involves managing the CAP team, coordinating budget activities, promoting gender mainstreaming, and performing other duties as required.

Required Qualifications:
Candidates must possess in-depth knowledge of policy and technical issues related to the Montreal Protocol, with the ability to identify strategic issues and opportunities. Strong communication skills are essential for conveying organizational direction and fostering collaboration. The role requires innovative technical leadership, negotiation skills, and the ability to analyze data for decision-making. Professionalism, teamwork, client orientation, and performance management are key competencies expected from the incumbent.

Educational Background:
An advanced university degree (Master's degree or equivalent) in environmental sciences, environmental management, natural sciences, engineering, or a related discipline is required. A first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.

Experience:
A minimum of seven years of progressively responsible experience in Montreal Protocol programs is required, including experience with the phase-out of ozone-depleting substances and working with developing countries or economies in transition. Candidates should have experience related to Multilateral Fund policies and procedures, providing policy advice or technical support to government authorities, and managing complex projects. Experience in the Europe & Central Asia network is desirable, as is experience in data analytics or related areas.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in Russian is desirable, with a minimum proficiency level of UN Level I.
