Job Overview:
The Climate Change Mitigation Agriculture Expert will play a crucial role in supporting the Technology assessment process as part of the NDC PAF project in Georgia. This position involves providing technical services on a part-time basis to assess technology needs for climate change mitigation activities specifically in the agriculture sector. The expert will be responsible for producing a comprehensive Technology Needs Assessment (TNA) report, which will include a situation analysis, barrier analysis, enabling framework, and a technology action plan. The role requires close collaboration with the UNEP Copenhagen Climate Centre and local stakeholders to ensure that the assessment is informed by relevant data and stakeholder input. The expert will also facilitate training and capacity-building sessions, ensuring that the methodologies used are aligned with UNEP's best practices. This position is critical for enhancing Georgia's capacity to implement its Nationally Determined Contributions (NDC) and mobilize climate finance effectively.

Duties and Responsibilities:
The duties and responsibilities of the Climate Change Mitigation Agriculture Expert include:
  • Conducting a detailed and consultative Barrier and Enabling Framework analysis for two selected technologies in the agriculture sector to identify barriers hindering their acquisition, deployment, and diffusion.
  • Developing Technology Action Plans in consultation with key national stakeholders, specifying activities and enabling frameworks to overcome identified barriers.
  • Mapping stakeholders and preparing a detailed work plan and sector-specific stakeholder list.
  • Conducting background research and preparing introductory chapters with sector and technology-specific situation analyses.
  • Analyzing the market for the technologies and identifying barriers for development, deployment, and diffusion.
  • Engaging stakeholders through expert interviews and co-creation sessions to gather input for the assessment process.
  • Preparing and finalizing the TNA report and policy briefs based on the findings of the analysis and stakeholder consultations.
  • Collaborating closely with the UNEP CCC team to ensure that all outputs meet the required standards and timelines.

Required Qualifications:
The ideal candidate for this position should possess at least a postgraduate degree in environmental management or other climate-related fields. Additionally, the candidate should have expertise in the agriculture sector, with a minimum of 7 years of relevant work experience if holding a Bachelor's degree, or a minimum of 5 years of relevant work experience with a Master's degree. The expert should have at least 5 years of work experience specifically in the agriculture sector or related fields, preferably within Georgia. Practical experience in research analysis, stakeholder engagement, and project management is essential, along with experience in an international agency or organization, which is desirable.

Educational Background:
Candidates must have a postgraduate degree in environmental management or a related climate field. A Bachelor's degree is acceptable with additional years of experience, but a Master's degree is preferred for a reduced experience requirement. The educational background should reflect a strong understanding of environmental issues, particularly in relation to climate change and agriculture.

Experience:
The position requires a significant level of experience, with a minimum of 7 years in relevant fields for candidates with a Bachelor's degree, or 5 years for those with a Master's degree. The expert should have practical experience in the agriculture sector or related fields, ideally with a focus on climate change mitigation. Experience in stakeholder engagement, project management, and research analysis is crucial, along with a preference for candidates who have worked with international organizations, particularly in Georgia.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in the Georgian language is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the role.

Additional Notes:
This position is part-time and expected to last for 7 months. The contractor will not be charged any fees at any stage of the recruitment process, as per United Nations policy. The role involves working closely with local stakeholders and requires a strong network within the public sector in Georgia to ensure successful engagement and collaboration. The outputs of this consultancy will contribute significantly to Georgia's climate action efforts and its readiness for international climate finance.
