Job Overview:
The EpiC Senior Program Officer will play a pivotal role in providing technical and program management oversight for the EpiC project in Thailand. This position focuses on developing strategies, coordinating technical assistance, and fostering collaborations with local implementing partners and agencies. The Senior Program Officer will also support the EpiC Thailand team in managing grants and contracts, ensuring compliance with funder regulations, and enhancing operational efficiency. This role is crucial for the successful implementation of HIV/AIDS programs and requires a proactive approach to problem-solving and stakeholder engagement.

Duties and Responsibilities:
The Senior Program Officer will be responsible for a variety of program management tasks, including the development and submission of project work plans and progress reports. They will support the design and implementation of subawards and capacity strengthening activities, ensuring compliance with funder regulations. The officer will provide oversight for the EpiC project, collaborating with local partners and government stakeholders to enhance operational processes and organizational effectiveness. They will also monitor subgrantees to achieve programmatic goals and participate in assessments and site visits. Additionally, the officer will manage requests for technical support, coordinate with technical teams to implement quality assurance mechanisms, and facilitate stakeholder engagement at various levels, ensuring alignment with national HIV strategies and fostering strong relationships with local and international partners.

Required Qualifications:
Candidates must possess a strong background in program management, particularly in the context of health programs such as HIV/AIDS. They should have experience working with U.S. government-funded programs or international donors, and a solid understanding of the political and ethical issues surrounding HIV/AIDS. The ability to work independently, manage a high volume of work, and travel at short notice is essential. Familiarity with compliance monitoring systems and capacity strengthening methodologies is also required.

Educational Background:
A Bachelor’s degree in management, public health, social sciences, or a related field is required for this position. This educational background provides the foundational knowledge necessary for effective program management and implementation in the health sector.

Experience:
Candidates should have at least 5-8 years of experience working with NGOs or INGOs, specifically in program implementation and grant management related to HIV/AIDS prevention and care. Experience in monitoring and evaluation, as well as reporting in diverse settings, is also necessary. Familiarity with U.S. Government acquisition and assistance administration rules is advantageous, as is experience with international non-governmental organizations.

Languages:
Proficiency in reading, writing, and speaking English is mandatory for this position. Knowledge of additional languages may be beneficial but is not explicitly required.
