Job Overview: The Marine Spatial Planning Officer will be integral to the implementation and monitoring of the Action Framework for Accelerating Marine Spatial Planning (2025–2030) in the Western Pacific. This role involves translating strategic frameworks into actionable plans at regional, national, and site levels, ensuring that marine spatial planning aligns with ecosystem-based management principles. The officer will support the development of tools and methodologies for effective marine resource management, conduct capacity-building activities, and engage with stakeholders to foster collaboration. The position requires a proactive approach to managing multiple priorities and delivering results that contribute to sustainable ocean governance and the blue economy.
Duties and Responsibilities: The incumbent will be responsible for several key duties, including:
Supporting the implementation of the MSP Action Framework (2025–2030) by assisting in the planning, execution, and reporting of related activities.
Developing and implementing the UN Decade Action 21: Accelerating Marine Spatial Planning in the Western Pacific.
Providing administrative and technical support for the creation and application of MSP tools and methodologies.
Designing and delivering capacity-building initiatives such as workshops and training sessions.
Preparing guidance documents, technical briefs, and communication materials related to MSP activities.
Drafting project proposals and concept notes for external funding opportunities.
Liaising with stakeholders, member state focal points, and partners to enhance coordination and collaboration.
Performing additional functions as directed by the Head of the WESTPAC Office to support program delivery and stakeholder engagement.
Required Qualifications: Candidates must possess an advanced university degree in ocean science, environmental sciences, ocean management, or a related field. Additionally, they should have at least five years of relevant experience in marine spatial planning, coastal zone management, or ocean economy projects, preferably at an international level. Proven experience in organizing international events and developing technical reports on marine spatial planning is essential. Candidates should demonstrate sound knowledge of marine spatial planning and sustainable ocean economy principles, along with strong organizational skills and the ability to manage competing priorities effectively.
Educational Background: An advanced university degree (or equivalent experience) in ocean science, environmental sciences, ocean management, or a related discipline is required for this position. This educational background is crucial for understanding the complexities of marine environments and the socio-economic factors influencing ocean governance.
Experience: The position requires a minimum of five years of relevant experience in marine spatial planning, coastal zone management, or related fields. Experience should ideally include work at the international level, showcasing the ability to navigate complex projects and collaborate with diverse stakeholders. Familiarity with the UN system and international organizations is considered an asset.
Languages: A strong command of written and spoken English is mandatory for this role. Knowledge of an additional UN language (Arabic, Chinese, French, Russian, Spanish) is considered advantageous and may enhance a candidate's profile.
Additional Notes: This position is classified as affiliated personnel with a contract duration of 11 months. The role is full-time and based in Bangkok, Thailand, with potential travel required for project-related missions. The consultant will be compensated according to UNESCO's rules and regulations, including a lump sum for travel-related expenses.
