Job Overview:
The Regional Officer AGA position is situated within the Asia Pacific Regional Office of ICAO, which is responsible for liaising with member states and international organizations to ensure the implementation of ICAO policies and standards. The incumbent will be part of the air navigation team, focusing on aerodromes and ground aids (AGA). The role involves providing expert support and advisory services to member states, promoting the implementation of performance-based air navigation services, and ensuring compliance with ICAO Standards and Recommended Practices (SARPs). The officer will collaborate with various stakeholders, including regional bodies and UN agencies, to enhance the safety and efficiency of aerodrome operations in the Asia Pacific region.

Duties and Responsibilities:
The duties of the Regional Officer AGA include collaborating with ICAO Headquarters on AGA matters, providing technical and secretarial support for the Asia Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG), and assisting states in developing Aerodrome Operational Plans. The officer will monitor air navigation deficiencies, provide technical assistance to improve aerodrome safety, and keep abreast of developments in the aviation sector. Additionally, the officer will conduct missions to assess the implementation of AGA-related SARPs and support the Universal Safety Oversight Audit Programme (USOAP). The role also involves organizing seminars and workshops, preparing reports and working papers, and representing ICAO at international meetings.

Required Qualifications:
Candidates must possess an advanced-level university degree in civil, electrical, aeronautical engineering, air navigation, aviation safety, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Essential qualifications include a minimum of seven years of experience as an Aerodrome Inspector or in related aviation fields, experience in international meetings, and the ability to handle sensitive matters discreetly. Desirable qualifications include experience in negotiating with government authorities and familiarity with multi-national environments.

Educational Background:
The educational background required for this position includes an advanced-level university degree (Master’s degree or equivalent) in a relevant engineering discipline or aviation-related field. A first-level university degree with additional qualifying experience may also be considered. A diploma or certificate in aerodrome engineering, management, or operations is desirable but not mandatory.

Experience:
The position requires a minimum of seven years of professional experience in aerodrome inspection or related fields within a Civil Aviation Authority or international organization. Candidates should have experience in planning, coordinating, and managing civil aviation programs, as well as participating in international meetings. Experience in handling sensitive and confidential matters is essential, and familiarity with USOAP CMA activities is a plus.

Languages:
Fluency in English, including reading, writing, and speaking, is mandatory for this position. A working knowledge of other languages used by the organization, such as Arabic, Chinese, French, Russian, or Spanish, is considered desirable and beneficial for the role.

Additional Notes:
This position is fixed-term for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to adhere to the standards of conduct for international civil servants and may be assigned to various activities or offices within the organization. The statutory retirement age for staff entering service after January 1, 2014, is 65 years. The remuneration for this position includes a net base salary of USD $84,672 per annum, plus a post adjustment of USD $29,465.86 per annum, subject to change.
