The consultant will also prepare policy communications outputs aimed at informing ESCAP member States about evidence-based, rights-based, and inclusive approaches to leveraging technology for population ageing. The position requires a deep understanding of demographic changes in the region, particularly the rapid ageing of the population, and the implications of technological advancements on health, care systems, and social protection.
Duties and Responsibilities: The consultant's duties will include conducting in-depth research on the demographic shifts in the Asia-Pacific region, particularly the increasing proportion of older persons. They will analyze the implications of these changes in conjunction with the rapid technological advancements, including digital connectivity, big data, and AI. The consultant will draft a thematic paper that serves as a key input for the Fifth Asia-Pacific Review and Appraisal of the Madrid International Plan of Action on Ageing (MIPAA) and the 2027 Asia-Pacific Population Ageing Report. Additionally, they will play a central role in shaping the thematic track on 'Technology, Artificial Intelligence and Ageing' at the Regional Conference, ensuring that the discussions focus on harnessing technology to support older persons while addressing ethical and governance issues. The consultant will also be responsible for translating complex technical evidence into clear policy recommendations and engaging with various stakeholders to promote active and inclusive ageing.
Required Qualifications: Candidates must possess an advanced degree in social sciences, public policy, gerontology, information and communication technology policy, or a closely related field. A demonstrated focus on ageing, digital technology, or technology governance is essential. The consultant should have a strong background in population ageing issues, digital transformation, and technology policy, as well as experience in research, policy analysis, and advisory work. Familiarity with the UN system and prior engagement with its work is considered an advantage. A solid understanding of digital technologies relevant to ageing, including AI and assistive technologies, is required, along with knowledge of ethical and governance dimensions of technology for older persons.
Educational Background: An advanced degree in a relevant field such as social sciences, public policy, gerontology, or information and communication technology policy is required. The educational background should reflect a strong focus on issues related to ageing, digital technology, or technology governance, ensuring that the candidate has the necessary theoretical and practical knowledge to address the complexities of the role.
Experience: Candidates should have substantial experience in research, policy analysis, and advisory roles, particularly in areas related to population ageing and technology.
