Job Overview:
The consultant will play a critical role in enhancing information management systems to support UNICEF's humanitarian efforts in the Pacific region. This position involves designing, developing, and improving information systems that capture and manage data related to humanitarian actions, including preparedness, response, recovery, and climate change. The consultant will work closely with UNICEF sections, governments, and humanitarian actors to ensure that data is effectively utilized for decision-making and program planning. The role requires a strong understanding of the humanitarian landscape in the Pacific, as well as the ability to engage with various stakeholders to foster collaboration and data sharing.

Duties and Responsibilities:
  • Design, develop, and improve information systems for capturing and managing data related to humanitarian actions.
  • Incorporate mapping of sectoral programmatic work supported by UNICEF across countries.
  • Ensure systems are user-friendly, scalable, and adaptable for government counterparts and implementing partners.
  • Identify and engage key stakeholders within UNICEF and external partners for collaboration and data sharing.
  • Coordinate with clusters and sectors to ensure complementarity with existing information management systems.
  • Develop user-friendly data visualization tools and dashboards for strategic decision-making.
  • Provide training and capacity-building sessions for partners on data collection and management.
  • Integrate gender, disability inclusion, and accountability into all information management processes.
  • Maintain comprehensive documentation of information management processes and provide regular progress reports to UNICEF.

Required Qualifications:
  • An undergraduate bachelor's degree or higher in Information Management, Geography, GIS, Data Science, or a related field.
  • A minimum of 5 years of professional experience in information management, data collection, and data processing, particularly in humanitarian contexts.
  • Demonstrated experience in developing and improving data collection and management systems, including GIS.
  • Proven expertise in data visualization and strategic decision-making.
  • Experience working with government partners and in developing countries, particularly in the Pacific Islands region.
  • Experience in UNICEF or a UN system agency is an asset.

Educational Background:
Candidates must possess at least an undergraduate bachelor's degree in a relevant field such as Information Management, Geography, GIS, or Data Science. A higher degree is preferred and may enhance the candidate's qualifications for the role.

Experience:
The position requires a minimum of 5 years of professional experience in information management, data collection, and processing, particularly in humanitarian contexts. Candidates should have a strong background in developing and improving data systems and experience working with government partners, especially in developing countries and the Pacific Islands region.

Languages:
Fluency in written and spoken English is mandatory. Knowledge of a local language is considered an advantage, enhancing communication with local stakeholders and communities.

The consultant position is expected to involve a financial proposal that includes monthly or daily fees, travel costs for relocation to Suva, Fiji, and a living allowance. The role may require the consultant to undergo background checks and verification of credentials.
