Job Overview:
The Finance Officer - Accountant I will play a crucial role in supporting two U.S. Government-funded projects managed by FHI 360, specifically EpiC Thailand and Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) Thailand. The EpiC project aims to enhance the national HIV/AIDS response by providing essential services to at-risk populations, while the GHS project focuses on strengthening public health systems and emergency response capabilities in Thailand. The Finance Officer will assist the Finance Team in coordinating financial management, performing accounting duties, and ensuring compliance with internal and external regulations. This position requires a proactive approach to financial oversight, including monitoring expenditures, managing accounting records, and providing technical support to project staff. The Finance Officer will also be responsible for conducting training on accounting systems and ensuring accurate financial reporting, making this role integral to the success of the projects.

Duties and Responsibilities:
The Finance Officer will be responsible for a variety of tasks including preparing and monitoring monthly expenditures for projects, establishing accounting record-keeping systems, reviewing invoices, and communicating with finance staff regarding budget monitoring. The officer will also provide technical support on the tracking system, prepare subaward monitoring reports, assist in the close-out process for implementing agencies, and prepare data for financial management reports. Additional responsibilities include supporting month-end and year-end closing processes, managing filing systems, and ensuring compliance with financial policies and donor regulations. The role requires attention to detail and the ability to handle confidential information, as well as the capacity to work independently and collaboratively with various teams.

Required Qualifications:
Candidates must possess a strong understanding of accounting principles and practices, financial policies, and internal control systems, particularly in donor-funded environments. Proficiency in accounting software and Microsoft Excel is essential, along with strong analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and reconciliation skills. The ability to prepare accurate financial reports and communicate effectively with both finance and program teams is crucial. Candidates should also demonstrate strong organizational skills and the ability to manage multiple priorities in a fast-paced environment.

Educational Background:
A Bachelor’s degree in Accounting, Finance, Business Administration, or a related field is required. Professional accounting certification such as CPA, ACCA, or CMA is considered an asset and may be necessary for more senior roles within the organization.

Experience:
A minimum of 3 to 5 years of progressively responsible experience in accounting or financial management is required. Experience working with donor-funded projects, international organizations, or NGOs is highly desirable. Proven experience in general ledger management, financial reporting, and reconciliations is essential, along with experience supporting financial audits and responding to audit findings.

Languages:
Proficiency in English, both written and spoken, is mandatory. Additional language skills may be beneficial but are not specified as required for this position.
