Job Overview: The consultant will be responsible for conducting a diagnostic assessment of data ecosystems related to business statistics in four countries: Cambodia, Lao PDR, Thailand, and Viet Nam. This role involves evaluating the current state of data governance and identifying challenges and opportunities for integrating gender, disability, and intersectionality into business statistics. The consultant will work closely with UN Women and national stakeholders to ensure that the assessment is comprehensive and actionable. The work will contribute to the broader goals of advancing women's economic empowerment and ensuring that women, including those with disabilities and other marginalized groups, can participate fully in economic activities. The consultant will report to the Gender Statistics Specialist and will be supported by the Statistics Specialist.
Duties and Responsibilities: The consultant's responsibilities include co-developing an inception note that outlines the methodology and assessment framework, conducting a review of existing statistical tools, mapping the business registration workflow, and assessing the feasibility of data ecosystems for gender-responsive digital business platforms. The consultant will also validate findings through consultations with national stakeholders, assess barriers to accessibility for marginalized groups, and evaluate interoperability across various systems. Additionally, the consultant will draft country diagnostic summaries and a cross-country synthesis report, including prioritized recommendations and action plans for advancing women's economic empowerment through improved business statistics.
Required Qualifications: Candidates must possess a strong background in statistics, data governance, and gender issues. They should have excellent analytical skills, communication abilities, and experience in stakeholder engagement. The consultant should demonstrate technical credibility in the field of statistics and have a proven track record of leading strategy formulation and implementation. Familiarity with gender-responsive policies and practices is essential, as well as the ability to work collaboratively with diverse stakeholders.
Educational Background: A master's degree in statistics, economics, social sciences, or a related field is required. Candidates with a PhD or equivalent experience in gender studies or related disciplines will be given preference. Relevant certifications in data analysis or gender statistics will also be advantageous.
Experience: The position requires a minimum of 5 years of experience in statistical analysis, data governance, or related fields. Experience working with international organizations, particularly in the context of gender equality and women's empowerment, is highly desirable. Familiarity with the Mekong subregion and its socio-economic context will be beneficial.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Thai or other languages spoken in the Mekong subregion (Cambodian, Lao, Vietnamese) is considered an asset, as it will facilitate communication with local stakeholders and enhance the quality of the assessment.
Additional Notes: This consultancy is expected to be a full-time engagement with a contract duration until the completion of the project, which is anticipated to be around September 202
The consultant will be required to work closely with UN Women and national stakeholders, and may need to travel to the four countries for stakeholder consultations. Compensation will be commensurate with experience and in line with UN Women’s policies. The consultant will also be expected to adhere to UN Women’s values and competencies framework, ensuring integrity, professionalism, and respect for diversity throughout the engagement.
