Job Overview: The Programme Management Consultant will lead the implementation of the WE RISE Together Programme, providing strategic oversight for the Thailand Programme. This role involves close collaboration with the Regional WEE Advisor and the WEE MEL Programme Consultant. The consultant will be responsible for managing the programme's coordination among Mekong countries, including Cambodia, Laos PDR, Thailand, and Viet Nam, ensuring effective programme implementation. The consultant will also serve as a donor contact person and work closely with various partners and stakeholders, including the DFAT MAP Team in Bangkok, to ensure coherent programme delivery. The consultant's responsibilities include monitoring, tracking, and reporting on the WEE Programme portfolio, managing budgets, and ensuring alignment with UN Women’s strategic priorities on women's economic empowerment in the context of Gender Responsive Procurement and market access.
Duties and Responsibilities: The Consultant will undertake a variety of tasks, including:
Supporting the Regional Team with monitoring, tracking, coordination, and reporting of the WEE Programme portfolio.
Leading regional programme coordination and management in collaboration with the WEE Technical Lead.
Managing WRT implementation based on Results-based Management principles and UN Women’s standard rules and regulations.
Managing WRT Budgets to ensure planned spending and delivery.
Ensuring the translation of UN Women’s and MAP project priorities into country and regional interventions.
Connecting country-level activities with regional initiatives and cross-country learnings.
Providing oversight for Thailand Programme management, including budget and results management.
Analyzing development context and identifying key opportunities and partners for project planning and implementation.
Supervising work with partners/contractors in Thailand to engage private and public sector actors. 1
Developing and implementing a detailed country-level work plan in consultation with the WEE Regional Lead and Thailand Program Coordinator. 1
Providing quality assurance for country strategy documents and proposals. 1
Required Qualifications: The position requires a strong background in programme management, particularly in women's economic empowerment and gender-responsive procurement. Candidates should possess excellent coordination and communication skills, with the ability to engage effectively with diverse stakeholders, including government institutions, civil society, and private sector actors. A deep understanding of gender equality issues and the ability to apply gender analysis in programme implementation is essential. The consultant should also demonstrate strong analytical skills and the ability to manage budgets and financial reporting effectively.
Educational Background: Candidates should have a master's degree in social sciences, international development, gender studies, or a related field. A strong academic background in gender equality and women's empowerment is preferred, along with relevant certifications in project management or monitoring and evaluation.
Experience: The position requires at least 5 years of relevant experience in programme management, particularly in the areas of women's economic empowerment, gender-responsive procurement, and project implementation in an international development context. Experience working with UN agencies or similar organizations is highly desirable. Candidates should have a proven track record of managing complex projects and engaging with multiple stakeholders across different sectors.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Thai or other languages relevant to the Mekong region is considered an asset, as it would enhance communication and engagement with local stakeholders.
Additional Notes: This is an office-based consultancy position located in Bangkok, Thailand. The consultant may be required to travel to the Asia-Pacific region as needed.
