Job Overview: The Monitoring and Evaluation (M&E) Consultant will play a crucial role in supporting the overall M&E function of the Oasis Programme, which aims to redesign, transition, and institutionalize the Oasis Model within national social protection frameworks in Jordan. This consultancy will involve providing continuous technical assistance to strengthen the Ministry of Social Development's (MoSD) monitoring, reporting, and data management systems related to the Oasis implementation. The consultant will also support UN Women’s broader programme-level M&E requirements, ensuring coherence across interventions and results frameworks. The consultant will work closely with the Programme Manager and a designated focal point within MoSD, contributing to improved systems, tools, and processes that support institutionalization, sustainability, and learning across the programme. The consultant's work will include monitoring service delivery, livelihoods, skills development, and progress toward women's empowerment outcomes through enhanced data systems and reporting practices.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks including:
Strengthening MoSD’s M&E systems and capacities by providing technical guidance and training on Results-Based Management (RBM), monitoring tools, indicator tracking, and reporting formats.
Developing practical M&E tools such as standardized data collection tools, monitoring checklists, and reporting templates.
Providing on-the-job coaching to MoSD staff to enhance their independent M&E capacity.
Supporting monitoring and reporting across the programme by following up with implementing partners, reviewing partner reports, and conducting joint monitoring visits.
Analyzing programme and partner data to identify trends and lessons learned, and preparing analytical briefs and dashboards.
Facilitating learning sessions with MoSD and partners to strengthen adaptive management and programme quality.
Supporting the preparation of narrative and results-based donor reports, ensuring alignment with donor requirements and UN Women standards.
Required Qualifications: The position requires a Master’s degree in Monitoring and Evaluation, Social Sciences, Development Studies, Statistics, Economics, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The consultant must have a minimum of 5 years of experience in M&E within humanitarian or development programmes, with a strong background in gender-responsive M&E and social protection programming. Experience working with government ministries, particularly MoSD, is an asset. Proficiency in data collection and analysis tools such as Kobo, Power BI, and Excel is required, along with experience in producing high-quality monitoring reports and analytical briefs.
Educational Background: Candidates must possess a Master’s degree in a relevant field such as Monitoring and Evaluation, Social Sciences, Development Studies, Statistics, or Economics. A first-level university degree may be considered if accompanied by additional qualifying experience, demonstrating the candidate's capability in the field.
Experience: The consultant should have at least 5 years of relevant experience in monitoring and evaluation within humanitarian or development contexts. Experience working with government ministries, particularly in the context of social protection and gender-responsive programming, is highly desirable. Familiarity with EU-funded project reporting is also beneficial.
Languages: Fluency in both Arabic and English is required for this position, ensuring effective communication and reporting across diverse stakeholders.
Additional Notes: This consultancy is office-based, requiring the consultant to work full-time, with a minimum of two days per week at the Ministry of Social Development (MoSD) and the remaining days at the UN Women Jordan Country Office. The position emphasizes flexibility based on programme needs and reporting cycles. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the United Nations.
