Job Overview: The Programme Officer will play a crucial role in the implementation of the project titled 'Sejnane in Action: Citizens and Municipality Together for Clean Water and Zero Waste,' which is funded by the Government of Japan. This position involves providing technical support for the planning, management, and execution of the project, ensuring that it meets its objectives of improving access to clean water and enhancing waste management practices in the Sejnane area. The Programme Officer will coordinate with various stakeholders, including government entities, community members, and international partners, to facilitate project activities and ensure effective communication and visibility. The role requires a proactive approach to monitoring project progress, drafting reports, and developing proposals for future initiatives, all while adhering to the guidelines set by the donor and UN-Habitat.
Duties and Responsibilities: The Programme Officer will be responsible for a wide range of duties, including:
Providing technical support for the planning, management, and implementation of the 'Sejnane in Action' project.
Coordinating with the Embassy of Japan in Tunisia, JICA Tunisia, and other stakeholders to ensure timely project execution.
Monitoring project expenditures in collaboration with UN-Habitat’s operations team.
Conducting field missions to assess project progress and liaise with government counterparts and community members.
Drafting various reports, including monitoring reports, progress reports, and press releases related to the project.
Supporting the development of project proposals for future phases or new projects.
Planning and implementing communication strategies and donor visibility activities in line with donor requirements.
Performing additional duties as required by the Head of UN-Habitat Tunisia Office.
Required Qualifications: Candidates must possess a strong background in project management, urban development, or a related field. They should demonstrate excellent communication and coordination skills, with the ability to work effectively with diverse stakeholders. A solid understanding of sustainable development principles and practices is essential, along with the capacity to monitor and evaluate project outcomes. The ideal candidate will also exhibit strong analytical skills and the ability to draft clear and concise reports and proposals.
Educational Background: A relevant educational background is required, typically a master's degree in urban planning, environmental science, public administration, or a related field. Candidates with a bachelor's degree combined with extensive relevant experience may also be considered. Advanced training or certifications in project management or sustainable development will be advantageous.
Experience: The position requires a minimum of 3-5 years of professional experience in project management, preferably within the context of urban development or international cooperation. Experience working with governmental and non-governmental organizations, as well as familiarity with donor-funded projects, is highly desirable. Candidates should have a proven track record of successfully managing projects from inception to completion, including monitoring and evaluation processes.
Languages: Fluency in English is mandatory, as it is the working language of UN-Habitat. Proficiency in French and Arabic is highly desirable, given the local context and the need for effective communication with various stakeholders in Tunisia. Knowledge of additional languages may be considered an asset.
Additional Notes: This position is based in Tunisia and may require occasional travel within the country for field missions. The role is full-time, and the contract duration will be specified upon hiring. Candidates should be prepared to engage in a dynamic work environment that may involve adapting to changing project needs and priorities.
