Job Overview:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer – Implementing Partners Support plays a crucial role in providing dedicated technical support to programs and implementing partners across the West Bank and Gaza. This position is focused on enhancing the MEAL systems of partners, ensuring that they align with NRC's standards and donor requirements. The MEAL Officer will work closely with partners to strengthen their tools, target-setting, data quality, and learning practices. The role involves supporting joint learning initiatives and ensuring accountability for results and implementation progress, which remains the responsibility of NRC's Programme and Partnership teams. The MEAL Officer will be responsible for ensuring compliance with NRC policies and guidelines, implementing MEAL support activities, preparing status updates and reports, and maintaining proper documentation of partner-related MEAL tools and outputs. This position is essential for promoting effective MEAL practices that ensure projects reach the most vulnerable participants and contribute to the overall success of NRC's mission in the region.

Duties and Responsibilities:
The MEAL Officer will have a comprehensive set of duties and responsibilities, including but not limited to: ensuring compliance with NRC policies and MEAL SOPs; implementing delegated MEAL support activities for implementing partners; preparing and contributing to MEAL status updates and reports; ensuring proper filing and documentation of MEAL tools and data; validating data quality and ensuring ethical data collection practices; supporting the application of targeting approaches; contributing to the implementation of Safe and Inclusive Programming (SIP) standards; promoting technical improvements and MEAL system strengthening; identifying trends and capacity-building needs; developing and adapting Indicator Tracking Tables (ITTs) and data collection tools; supporting partners in target setting and indicator interpretation; reviewing partner data and providing structured feedback; facilitating joint learning activities; conducting field visits and spot checks; providing timely MEAL analysis related to partner performance; serving as the MEAL focal point for partners; and supporting the development and review of logframes for partner-implemented projects.

Required Qualifications:
Candidates for the MEAL Officer position must possess a Bachelor's degree in statistics, economics, Monitoring and Evaluation, or a related social science field. They should have experience working in Monitoring and Evaluation within a humanitarian or recovery context, with a proven track record of documented results related to the position's responsibilities. Fluency in English, both written and verbal, is essential, along with strong computer literacy. Candidates should also have relevant tertiary qualifications and at least 3 years of relevant experience, preferably in Monitoring and Evaluation, Data Management, and working with partners. Good communication and interpersonal skills, strong organizational abilities, and knowledge of NGO operations and the humanitarian sector are also required.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as statistics, economics, Monitoring and Evaluation, or any related social science discipline. This educational foundation is crucial for understanding the complexities of data analysis, evaluation methodologies, and the overall context of humanitarian work. Candidates with advanced degrees or additional certifications in Monitoring and Evaluation or related fields may be preferred, as they demonstrate a higher level of expertise and commitment to the profession.

Experience:
The position requires candidates to have a minimum of 3 years of relevant experience, particularly in Monitoring and Evaluation, Data Management, and working with partners in a humanitarian or recovery context. This experience should include a demonstrated ability to work effectively in complex and volatile environments, as well as a history of producing documented results related to the responsibilities of the position. Candidates should be familiar with the dynamics of the humanitarian sector and possess the skills necessary to navigate the challenges associated with it.

Languages:
Fluency in English is mandatory for this position, both written and verbal. Additionally, fluency in Arabic, both written and verbal, is highly desirable and considered a significant asset. Proficiency in these languages is essential for effective communication with partners, stakeholders, and team members, ensuring that all parties are aligned and informed throughout the MEAL processes.

Additional Notes:
This position is based in the West Bank and is classified as Grade (05) Step (01). The contract duration is for 12 months, with the possibility of renewal based on the needs of the position, available funding, and performance. The salary and benefits are determined according to the West Bank Duty Station standards. The MEAL Officer will report to the MEAL Manager and will be part of a diverse and international team.
