Job Overview: The Program Manager is tasked with providing strategic and operational leadership for an integrated multi-sectoral project that is implemented across the Dodoma and Singida regions of Tanzania. This position is based in Dodoma and is crucial for ensuring high-quality implementation, compliance with regulations, financial oversight, and effective coordination across various components, including Nutrition & Health, Food Security and Livelihoods (FSL), Water, Sanitation and Hygiene (WASH), Monitoring, Evaluation, Accountability, and Learning (MEAL), and Gender & Protection. The Program Manager is accountable for maintaining technical quality, ensuring grant compliance, managing partnerships, and overseeing financial performance while fostering strong coordination with regional and local authorities. The overarching purpose of this role is to ensure the effective, compliant, and high-quality implementation of integrated donor-funded projects, delivering measurable results on time, within scope, and within budget, while also strengthening local systems and partner capacities.
Duties and Responsibilities: The Program Manager's responsibilities encompass a wide range of tasks aimed at ensuring the successful execution of integrated programming. Key duties include driving flawless execution across various sectors, institutionalizing Action Against Hunger's strategies and standard operating procedures, developing evidence-based implementation plans, and ensuring that all activities are delivered on time and within budget. The Program Manager is also responsible for overseeing grant management, financial accountability, and risk management, ensuring compliance with donor regulations and internal policies. Additionally, the role involves managing partnerships with local NGOs, providing mentorship, and fostering technical harmonization across the consortium. The Program Manager will lead reporting, learning, and compliance efforts, ensuring accurate and timely narrative and financial reporting, and will actively contribute to stakeholder coordination and external relations to align project outcomes with national priorities. Furthermore, the Program Manager will supervise project staff, support capacity development initiatives, and ensure emergency preparedness and climate resilience strategies are integrated into programming.
Required Qualifications: Candidates for the Program Manager position must possess a minimum of a Master’s degree in public health, human nutrition, development studies, behavior change, food science and technology, or a related field. A Bachelor’s degree in human nutrition or FSL-related studies is also required. The ideal candidate should have at least 7 to 10 years of relevant experience in managing international non-governmental organization (INGO) programs, particularly in donor-funded projects. A minimum of 5 years of experience in multi-sector and integrated projects focusing on health, nutrition, food security, climate resilience, and gender protection is essential. Familiarity with institutional donors such as USAID, EU, and FCDO is required, and experience with Global Affairs Canada is considered an advantage. Experience in managing partner sub-grants is also desirable.
Educational Background: The educational background required for this position includes a minimum of a Master’s degree in relevant fields such as public health, human nutrition, development studies, behavior change, food science and technology, or related disciplines. A Bachelor’s degree in human nutrition or FSL-related studies is also necessary, ensuring that candidates have a solid foundation in the relevant areas of expertise.
Experience: The Program Manager role requires substantial experience, specifically a minimum of 7 to 10 years in relevant program management within the INGO sector. Candidates should have at least 5 years of experience working on multi-sector and integrated projects, particularly those that focus on health, nutrition, food security, climate resilience, and gender protection.
