SI has been active in South Sudan since 2006, responding to emergencies and post-emergency situations, particularly in rural and semi-urban areas, including refugee and internally displaced persons (IDP) camps.

Job Overview:
The FSL Coordinator is responsible for leading and coordinating the technical aspects of Solidarités International’s security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Livelihoods (FSL) portfolio in South Sudan. This role involves direct implementation and support for projects carried out by partners, ensuring that all FSL interventions are appropriate, evidence-based, inclusive, and sustainable. The FSL Coordinator plays a crucial role in designing and developing FSL programming that aligns with international humanitarian standards, donor regulations, and the specific needs of the affected population. Additionally, the position requires building the capacity of national teams and ensuring effective coordination with external actors, including government agencies, UN agencies, and FSL Cluster members. The role is set against a backdrop of fragile context and insecurity, with frequent access constraints and challenges posed by seasonal flooding and poor infrastructure.

Duties and Responsibilities:
The FSL Coordinator's duties include reviewing and developing existing and new technical Bills of Quantities (BoQs) for FSL activities, focusing on agriculture and fishery. The coordinator will set up the FSL department by recruiting and training FSL staff, including officers, supervisors, and managers, to ensure that technical capacity meets standards while identifying gaps. The coordinator will also initiate activity implementation in Upper Nile across three different locations, establish consistent communication and remote monitoring channels for field teams or partners, and conduct market assessments for the procurement and engagement of program items and activities. Additionally, the coordinator will review Cash Standard Operating Procedures (SOPs) and identify quick improvements for program quality development. The role requires balancing emergency response with resilience-building and development-oriented programming, ensuring sustainability and community ownership for proper handover and exit strategies.

Required Qualifications:
Candidates must possess a university degree in Agriculture, Natural Resources Management, International Development, Humanitarian Affairs, Rural Development, Climate Change Adaptation, Public Health, or a related field. They should have experience in the design, implementation, and oversight of integrated FSL interventions, including agriculture, livestock, cash, and market support. A strong understanding of food security frameworks, such as the Integrated Food Security Phase Classification (IPC), seasonal calendars, and livelihood zoning is essential. Candidates should demonstrate strategic thinking, adaptability, and the ability to coordinate and collaborate with various stakeholders.

Educational Background:
A university degree in relevant fields such as Agriculture, Natural Resources Management, International Development, Humanitarian Affairs, Rural Development, Climate Change Adaptation, or Public Health is required for this position. This educational background is crucial for understanding the complexities of food security and livelihoods in humanitarian contexts.

Experience:
The position requires a high level of technical expertise in food security and livelihoods interventions, with experience in emergency, early recovery, and resilience phases. Candidates should have a proven track record in project management, including the development of proposals, drafting reports, and budget oversight. Experience in capacity building with partners and local authorities is also essential.

Languages:
Fluency in English is mandatory, with strong communication and presentation skills necessary for effectively conveying technical concepts and representing SI in coordination forums. Knowledge of additional languages relevant to the region may be considered an asset.

Additional Notes:
The position offers a permanent expatriate contract with a salary calculated based on the expatriate salary scale, starting at €2,600 per month. Per diem and accommodation are covered during deployments, and employees receive one day off for each weekend spent in the field, totaling 25 days of paid vacation. Health and life insurance, as well as repatriation, are fully covered. The position allows for free choice of location (France or abroad) outside of deployment periods.
