Job Overview: The position of International Consultant for Costing the National Action Plan on Women Peace and Security involves supporting the Ethiopian government in finalizing its National Action Plan (NAP) on Women Peace and Security (WPS). The consultant will work closely with the Ministry of Women and Social Affairs (MoWSA) and the National Technical Committee to ensure that the NAP is properly costed and budgeted. This role is crucial as it aims to enhance the transparency and accountability of funding allocated to WPS priorities, thereby facilitating the effective implementation of the NAP. The consultant will be responsible for conducting workshops, developing costing frameworks, and providing technical support to ensure that the NAP is aligned with national budgeting processes. The overarching goal is to promote gender equality and strengthen the participation of women in peacebuilding and conflict resolution efforts in Ethiopia.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Ensuring alignment of the NAP log frame with the costing framework.
Preparing a template that incorporates outcomes, outputs, and activities from the NAP log frame prior to the workshop.
Analyzing government budgeting processes and identifying potential alignments with the draft Ethiopia NAP on WPS.
Facilitating a three-day costing exercise with the National Technical Committee and drafting teams for the Ethiopia NAP.
Conducting a one-day workshop with donors to discuss NAP costing and budgeting.
Developing a roadmap for the next steps, including a plan for presenting the NAP budget and seeking approval, as well as a fundraising strategy.
Creating quantitative and qualitative tools and templates for the Costing Matrix to assist in data collection.
Participating in and providing technical support during the validation meeting for the Ethiopia NAP Costing.
Finalizing the costing of the NAP on WPS in Ethiopia, ensuring that all deliverables are met within the specified timelines.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in fields such as gender/women's studies, peace and security studies, human rights, social sciences, or related areas. A PhD is preferred, and a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, candidates must demonstrate a strong understanding of Women, Peace and Security issues, particularly in the Ethiopian context, and have prior experience in costing and budgeting for NAPs on WPS. Strong analytical skills, excellent communication abilities, and a proven track record of facilitating workshops are essential for this role.
Educational Background: The educational requirements for this position include a Master’s degree or equivalent in relevant fields such as gender/women's studies, peace and security studies, human rights, social sciences, or related disciplines. A PhD will be considered an asset. In cases where candidates possess a first-level university degree, they must also have two additional years of qualifying experience to be considered for the role.
Experience: Candidates should have at least 7 years of experience working in areas related to Women, Peace and Security, gender, peace, security, and conflict.
