Job Overview:
The Laboratory and Diagnostics Officer plays a critical role in the STRengthening Infectious disease DEtection Systems (STRIDES) Activity, providing hands-on technical implementation support for laboratory and diagnostic strategies across human and animal health laboratories. This position involves working closely with in-country staff to ensure the effective implementation of technical requirements in workplan design and quality assurance. The officer will be responsible for monitoring strategic initiatives, contributing expertise through the development of reports and technical materials, and evaluating programmatic effectiveness. The role requires collaboration with various teams, including the Senior Laboratory and Diagnostics Officer and Laboratory and Diagnostic Advisor, to ensure that laboratory systems and diagnostic services are strengthened effectively.

Duties and Responsibilities:
The duties and responsibilities of the Laboratory and Diagnostics Officer include providing day-to-day technical support for laboratory and diagnostic services, including molecular diagnostics and genomic sequencing. The officer will monitor project protocols, maintain technical tools and data sets, and respond to inquiries from staff. They will work collaboratively with project teams to fulfill objectives related to strengthening laboratory systems, contribute to the development of technical briefs and reports, and support laboratory network strengthening activities. Additionally, the officer will promote the adoption of new diagnostic technologies, conduct analyses of project implementation, and monitor project activities and deliverables. They will also assist in building relationships with government agencies and stakeholders, prepare reports summarizing project results, and ensure compliance with quality standards.

Required Qualifications:
Candidates must possess a Bachelor’s Degree in microbiology or a related biological science within a clinical or diagnostic discipline. A minimum of 2 years of relevant experience in infectious disease diagnostics or laboratory systems strengthening is required. Experience in training and mentoring laboratory staff, as well as familiarity with USG-funded projects and regulations, is preferred. Candidates should have a broad knowledge of laboratory practices, diagnostic techniques, and quality assurance systems, along with the ability to design and implement laboratory strengthening initiatives. Strong organizational, analytical, and problem-solving skills are essential, as well as proficiency in Microsoft Office Suite.

Educational Background:
The educational background required for this position includes a Bachelor’s Degree in microbiology or its equivalent in biological sciences, specifically within a clinical or diagnostic discipline. This foundational education is critical for understanding the complexities of laboratory and diagnostic work, particularly in the context of infectious diseases.

Experience:
The position typically requires at least 2 years of relevant experience working with infectious disease diagnostics and/or in laboratory systems strengthening. Candidates should have demonstrated experience in training, mentorship, and supervision of laboratory staff, particularly in areas such as molecular diagnostics and quality assurance. Prior work experience in NGOs, government agencies, or private companies is advantageous, especially if it involves USG-funded projects.

Languages:
Fluency in English and Bahasa Indonesian is mandatory for this position. Proficiency in these languages is essential for effective communication with team members, stakeholders, and in the preparation of technical documents and reports.

Additional Notes:
This position is based in Indonesia and may require local and regional travel (10-25%). The working environment is typical of an office setting, with the expectation of spending long hours at a computer. The role does not involve supervisory responsibilities but may include providing guidance to lower-level personnel.
