Job Overview:
The Associate Director, Country Finance and Operations, plays a critical role in overseeing the financial and operational functions of the STRengthening Infectious Disease DEtection Systems (STRIDES) project funded by the U.S. Department of State in Jordan. This position is responsible for managing the budget, ensuring compliance with financial regulations, and providing leadership in operational planning. The Associate Director will work closely with the finance team to prepare and administer the budget, ensuring that all financial activities align with the project's goals and U.S. Government regulations. The role also involves overseeing procurement, logistics, asset management, and administrative systems to ensure efficient operations. The Associate Director will provide technical guidance and leadership to ensure compliance with all relevant rules and regulations, while also developing and managing internal audits to maintain financial integrity.

Duties and Responsibilities:
The Associate Director will manage the operational and strategic functions of the finance department, ensuring compliance and efficiency across country offices. Key responsibilities include developing, reviewing, and analyzing monthly financial reports and budgets, providing recommendations to management on financial projects, and implementing process improvement plans. The Associate Director will also participate in annual budget planning and audit reviews, build and train staff on financial policies and procedures, and provide strategic oversight of all country operations. This includes managing procurement strategies, operational risk management, and ensuring that operations are aligned with technical priorities and emergency response needs. The role requires strong leadership skills to influence and motivate staff, as well as the ability to solve complex problems that may impact the organization’s operations.

Required Qualifications:
Candidates must possess comprehensive knowledge of accounting concepts, financial controls, and financial information systems. A strong understanding of finance, operations, and internal control systems in U.S. Government-funded projects is essential. The ideal candidate will have demonstrated experience managing procurement, logistics, and administrative systems in an NGO or donor-funded environment. Excellent oral and written communication skills, organizational skills, and project management abilities are required. The ability to influence and negotiate effectively with various stakeholders is also crucial for success in this role.

Educational Background:
A Bachelor's Degree or its international equivalent is required for this position. This educational background should ideally be in finance, accounting, business administration, or a related field that provides the necessary knowledge and skills for managing financial operations and compliance.

Experience:
Candidates should have a minimum of 8 years of finance management experience, including at least 3 years in a line management role. Experience working in a non-governmental organization (NGO) on U.S. Government-funded projects is strongly preferred. The candidate should have a proven track record of managing both financial and operational functions, particularly in donor-funded projects, and should be articulate and professional in communication with clients and staff.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak clearly. Fluency in Arabic is also required, as it is essential for effective communication within the local context and with stakeholders in Jordan.
