Job Overview: The Senior Development Coordination Officer, Head of RCO/Strategic Planner, is responsible for providing strategic guidance to the Resident Coordinator (RC) and the UN Country Team (UNCT) to ensure effective and timely UN support for the implementation of the 2030 Agenda. This role involves leading the development and coordination of the Common Country Analysis (CCA) and the UN Sustainable Development Cooperation Framework (UNSDCF). The officer will facilitate partnerships and resource mobilization efforts, oversee the implementation of efficiency agendas, manage knowledge and capacity development activities, and support strategic communications for the UN. The position requires a proactive approach to ensure that the UN operates as a nimble and innovative development partner, aligning with national development goals and the principles of universality and equality. The officer will also be responsible for ensuring coherence across various UN entities and managing the overall operations of the RCO to deliver substantive coordination support to the RC and UNCT.
Duties and Responsibilities:
Provide strategic guidance to the RC and UNCT on UN support for the 2030 Agenda through CCA and UNSDCF.
Facilitate and oversee the establishment of external partnerships and resource mobilization for UNSDCF.
Coordinate the implementation of the Efficiency agenda, including Business Operations Strategy and Common Premises.
Manage knowledge management and capacity development activities within the UN System.
Support strategic positioning and communications for the UN in the country.
Lead overall management of the RCO, ensuring adherence to organizational policies and effective coordination support to the RC/UNCT.
Develop policy recommendations for the RC/UNCT on CCA/UNSDCF implementation.
Ensure quality control over strategic communications and advocacy activities.
Oversee reporting for the RC and UNCT with stakeholders. 1
Promote a culture of continuous improvement and client orientation in operational service delivery.
Required Qualifications: Candidates must possess a minimum of ten (10) years of progressively responsible experience in leading strategic planning, sustainable development policy, and program development. This includes experience in economic analysis, partnerships, data analytics, and communications. A minimum of five (5) years of team leadership and multi-stakeholder coordination experience in development cooperation is required. Additionally, candidates should have at least five (5) years of financial and operations management experience at a senior level. Experience in inclusion strategies promoting gender equality, youth participation, and the inclusion of persons with disabilities is essential. Prior experience as Head of RCO is required, along with experience in designing and implementing partnership and resource mobilization strategies. Experience in the Eastern Europe and Central Asia region, particularly in crisis settings, is desirable.
Educational Background: An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: The position requires a minimum of ten (10) years of progressively responsible experience in relevant fields, including strategic planning and sustainable development policy. Candidates should have substantial experience in team leadership and multi-stakeholder coordination, as well as financial and operations management at a senior level. Experience in promoting gender equality and inclusion strategies is also necessary, along with prior experience as Head of RCO.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Russian is desirable, with a minimum proficiency level of UN Level I in all skills. The working languages of the United Nations Secretariat are English and French, but for this role, English is the primary requirement.
