Job Overview: The Monitoring, Evaluation, and Learning (MEL) Officer plays a crucial role in supporting the STRengthening Infectious Disease DEtection Systems (STRIDES) project in Jordan. This position is responsible for maintaining and implementing the monitoring and evaluation processes and practices of the project. The MEL Officer will train program staff to ensure that performance indicators and data related to outcomes, achievements, and impact are properly prepared and collected in targeted geographic areas and sectors. The role involves providing technical support and guidance to staff and partners, drafting technical portions of work plans, and implementing monitoring and evaluation initiatives. The MEL Officer will also support training and capacity strengthening for monitoring and evaluation, ensuring the smooth functioning of STRIDES monitoring and evaluation systems. Additionally, the officer will create scientific or technical materials relevant to STRIDES, evaluate programmatic effectiveness, and provide technical assessments and reports. Administrative support on core project operations, such as updating manuals and assisting with proposals and budget tracking, is also part of the role.
Duties and Responsibilities: The MEL Officer will assist in providing technical support in the development and dissemination of tools, materials, reports, and interventions for projects. They will ensure quality control and quality assurance support, conduct literature searches, and contribute to the development and sharing of lessons, knowledge, innovations, and best practices. The officer will work closely with the assigned team to ensure activities are implemented according to standard operating procedures (SOPs), monitor and maintain protocols, instruments, data sets, manuals, training materials, and reports. Participation in client and funder meetings, preparation of Requests for Proposals, and providing administrative and logistic support to the technical team are also key responsibilities. The MEL Officer will support the preparation of quarterly and annual reports, write and edit technical reports, gather necessary information and data for documentation, assist with technical troubleshooting, and ensure proper documentation and reporting of services rendered to clients.
Required Qualifications: The position requires proficiency with database management software and online search tools. The MEL Officer should have the ability to develop scopes of work and deliverables for partners and consultants, demonstrate sensitivity to cultural diversity, and possess a solid understanding of political, contextual, and ethical issues in assigned areas. Excellent oral and written communication skills, organizational and analytical skills, and proficiency in Microsoft Office Suite are essential. The candidate must be able to analyze and interpret data, identify errors, and prepare reports, as well as solve problems and implement corrective actions as needed. Fluency in English and Arabic is mandatory.
Educational Background: Candidates must possess a Bachelor's Degree or its international equivalent in Public Health, Data Science, or a related field. This educational background is essential for understanding the complexities of monitoring and evaluation processes and for effectively contributing to the STRIDES project.
Experience: Typically, the position requires 2+ years of relevant experience in managing data collection, monitoring, evaluation, and capacity strengthening within the country. Experience in providing technical assistance is also necessary. Prior work experience in a non-governmental organization (NGO), government agency, or private company is highly valued, as it provides the candidate with the necessary skills and understanding of the operational environment.
Languages: Fluency in both English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is the ability to communicate effectively in these two languages, both orally and in writing.
