Job Overview: The Impact Measurement Specialist will be located in the Performance Monitoring and Reporting Unit (PMRU) of the Policy and Programme Division at UNEP's Nairobi Duty Station. This role is pivotal in leading corporate impact measurement across UNEP divisions, enhancing institutional and staff understanding of impact measurement, and utilizing various data sources to inform decision-making. The incumbent will coordinate the monitoring and reporting processes for UNEP's programs and initiatives, ensuring data quality and relevance while proposing improvements to internal processes. The position requires a strong emphasis on quantitative and qualitative methods to derive actionable insights and enhance organizational performance. The specialist will also leverage artificial intelligence tools to improve data processing and predictive analytics, contributing to UNEP's strategic planning and programmatic direction.
Duties and Responsibilities: The duties and responsibilities of the Impact Measurement Specialist include leading corporate impact measurement initiatives, coordinating the monitoring and reporting processes for UNEP programs, ensuring data accuracy and relevance, and proposing actions for improvement. The incumbent will prepare the Quarterly Report of the UNEP director" style="border-bottom: 1px dotted #007bff !important;">Executive Director and the annual UNEP Programme Performance Report, serving as the lead editor and drafter. They will also develop UNEP’s Quarterly Business Review, assess organizational health, and contribute to the design of business intelligence systems. Additionally, the specialist will strengthen staff capacities in data analysis and impact measurement methods, promote awareness of program monitoring responsibilities, and contribute to strategic planning exercises. Other responsibilities include collecting and analyzing data to identify trends, providing insights through data visualization, and performing other related duties as assigned.
Required Qualifications: Candidates must possess a strong background in data analysis, impact measurement, and program performance assessment. They should demonstrate knowledge of experimental and quasi-experimental methods, as well as experience in using institutional and administrative data for decision-making. The ability to communicate effectively with various stakeholders and to apply good judgment in complex environmental management scenarios is essential. A commitment to gender perspectives and equal participation in all areas of work is also required.
Educational Background: An advanced university degree (Master's degree or equivalent) in data science, economics, statistics, development economics, public policy, applied mathematics, or a related social science field is required. The degree should emphasize advanced quantitative analysis, econometrics, causal inference, and impact measurement. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, machine learning, or data sciences is desirable.
Experience: A minimum of seven years of progressively responsible experience in data analysis and synthesis, particularly in impact measurement within developing contexts, is required. Candidates should have experience applying advanced quantitative and qualitative methods, leading corporate reporting processes, and utilizing AI-enabled data analytics. Experience in the UN system or similar international organizations, as well as in designing and implementing corporate business review processes, is desirable. Facilitating capacity development on impact measurement and data literacy is also a plus.
Languages: English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered an asset but not mandatory.
Additional Notes: The appointment for this position is for a period of one year and may be subject to extension based on the continued existence of the mandate and availability of funding.
