Job Overview:
The position of Arms Expert is integral to the Panel of Experts established by the Security Council resolution 2206 (2015) concerning South Sudan. The expert will be responsible for monitoring sanctions measures and investigating alleged violations of these sanctions, particularly in relation to arms and military assistance to South Sudan. This role requires a deep understanding of the sanctions regime and the ability to analyze complex information regarding arms trafficking and military support. The expert will contribute to the preparation of reports and recommendations aimed at improving the implementation of Security Council resolutions. The position demands a high level of analytical skills, attention to detail, and the ability to work collaboratively with various stakeholders, including government authorities and civil society organizations. The expert will also be expected to participate in investigative missions and provide briefings on the Panel's activities, ensuring that all findings adhere to rigorous standards of evidence and methodology.

Duties and Responsibilities:
The Arms Expert will have a range of substantive, organizational, and administrative responsibilities. Substantively, the expert will monitor sanctions measures, investigate alleged violations, gather and analyze information on arms transfers, and contribute to the preparation of reports for the Security Council. Organizationally, the expert will help prepare the Panel's work program, participate in investigative missions, and maintain correspondence related to their responsibilities. Administratively, the expert must comply with UN rules and regulations, including safety and security policies. The expert will also be responsible for classifying and archiving materials obtained during investigations and submitting an End of Assignment Report at the end of the mandate. Overall, the role requires a proactive approach to identifying and addressing issues related to sanctions enforcement and arms control.

Required Qualifications:
Candidates must possess an advanced university degree in military science, political science, international relations, law, journalism, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of ten years of progressively responsible experience in a relevant area is required, including at least three years of field experience. Candidates should have significant field experience in post-conflict or transitional situations, strong investigative skills, and experience in writing high-quality reports. Proven interpersonal skills in complex political environments are essential, as is a demonstrated understanding of sanctions regimes. Experience working within the UN system and familiarity with its regulations and working culture is highly desirable.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in military science, political science, international relations, law, journalism, or a related field is required for this position. Candidates with a first-level university degree may be considered if they have two additional years of qualifying experience. This educational background is crucial for understanding the complexities of international relations and the legal frameworks surrounding sanctions and arms control.

Experience:
The position requires a minimum of ten years of progressively responsible experience in relevant fields, including at least three years of field experience. This level of experience is necessary to ensure that the expert can effectively monitor sanctions, conduct investigations, and contribute to high-quality reporting. Candidates should have significant field experience in post-conflict or transitional situations, which is critical for understanding the dynamics of arms trafficking and sanctions enforcement in such contexts. Strong field research or investigative experience is also required, as well as a proven ability to write comprehensive reports that meet the standards of the United Nations.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official UN language, such as French, is considered an advantage. Proficiency in multiple languages can enhance communication and collaboration with diverse stakeholders and is beneficial for conducting investigations and reporting.

The position is home-based with travel expected, and the expected duration of the contract is 12 months.
