Job Overview:
The Procurement and Materials Management Officer will play a crucial role in ensuring that all procurement, materials management, building maintenance, and transport support for the OSCE Mission to Moldova (MtM) are executed in accordance with the Common Regulatory Management System (CRMS). The incumbent will be responsible for implementing internal control systems that guarantee transparency, accountability, and cost-efficiency in materials management operations. This position requires a proactive approach to risk assessment to mitigate potential risks associated with material management. The officer will work closely with the Chief of Fund Administration Unit (CFA) to ensure that all procurement activities align with OSCE rules and local economic conditions, contributing to the overall success of the mission's projects.

Duties and Responsibilities:
The successful candidate will be tasked with a variety of duties under the supervision of the Chief of Fund Administration Unit. Key responsibilities include planning and managing all procurement activities for the MtM, ensuring compliance with OSCE procurement rules. This involves contributing to project budgets, initiating and managing procurement operations, conducting tenders, preparing technical specifications, and evaluating bids. The officer will also be responsible for reviewing purchase requisitions, creating purchase orders in Oracle, and ensuring proper reconciliation of POs. In terms of materials management, the officer will advise on organizational policies, propose standardization for equipment, ensure optimal utilization of materials, and oversee asset registration and inventory management. Additionally, the officer will coordinate logistical support, manage the vehicle fleet, supervise maintenance of office premises, and handle travel operations for the MtM.

Required Qualifications:
Candidates must possess a first-level university degree in business administration, supply chain management, law, engineering, economics, or a related field. A valid driving license and the ability to drive vehicles with manual transmission are also required. Furthermore, candidates should have a minimum of four years of relevant experience in supply chain management, procurement, asset management, or premises management. Professional fluency in English, Romanian, and Russian is mandatory, along with demonstrated gender awareness and sensitivity. The ability to work collaboratively in a diverse team environment while maintaining impartiality and objectivity is essential. Proficiency in Microsoft applications is also required.

Educational Background:
The position requires a first-level university degree, which can be in fields such as business administration, supply chain management, law, engineering, or economics. This educational background is crucial for understanding the complexities of procurement and materials management within the context of the OSCE's operational framework.

Experience:
The ideal candidate should have at least four years of relevant experience in one or more of the key areas of responsibility, including supply chain management, procurement, asset management, or premises management. This experience should demonstrate the candidate's ability to effectively manage procurement processes and materials management operations in a complex organizational environment.

Languages:
Professional fluency in English, Romanian, and Russian is mandatory for this position. These language skills are essential for effective communication within the diverse environment of the OSCE and for engaging with various stakeholders in the mission's operations. Additional language skills may be considered an asset but are not required.

Additional Notes:
The position is a full-time, fixed-term contract with a monthly remuneration of EUR 1,664, subject to social security deductions. OSCE salaries are exempt from taxation in Moldova, and employees are eligible for social benefits, including participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments in exceptional cases.
