Job Overview: The consultancy role involves developing a comprehensive communications strategy for the Pathways to Protection (P2P) program, which is a five-year initiative funded by the Danish International Development Agency. The consultant will be responsible for creating a strategy that reflects the complexity of the P2P project and aligns with the advocacy strategies of DRC, the Danish Red Cross, and the International Detention Coalition. The strategy must be adaptable to various country contexts and available resources. The consultant will define communication objectives, identify target audiences, develop key messages, recommend communication channels, clarify roles for strategy implementation, propose monitoring indicators, and create a four-year communications plan. The total duration for completing this assignment is expected to be no more than 15 days, with the final deliverable due by April 30, 2026.
Duties and Responsibilities: The consultant will undertake the following duties and responsibilities:
Define clear communication objectives that align with the overall goals of the P2P program.
Identify key target audiences at global, regional, and national levels to ensure effective communication.
Develop key messages and narratives that reflect protection principles and adhere to ethical communication standards.
Recommend appropriate communication channels, tools, and products that can be utilized across different contexts.
Clarify roles, responsibilities, and coordination mechanisms for the rollout of the communications strategy, ensuring alignment with P2P’s current resources.
Propose indicators and approaches for monitoring and evaluating the effectiveness of communications efforts.
Develop a comprehensive four-year communications plan that includes strategic communication cycles throughout the duration of the P2P program.
Provide ad hoc communications support as needed during the implementation period, subject to agreement on scope and timeline.
Required Qualifications: To be considered for this consultancy, candidates must demonstrate the following qualifications:
Proven experience in developing communications strategies specifically for international development or humanitarian programs.
A strong understanding of migration, displacement, protection, and rights-based approaches.
Experience working with or for international NGOs and multi-country projects.
Strong analytical and writing skills, with the ability to translate complex programs into clear and effective communication frameworks.
Experience with ethical and protection-sensitive communications practices.
Ability to work remotely and coordinate effectively with diverse stakeholders across different time zones.
Full professional proficiency in English, both spoken and written.
Educational Background: Candidates should possess a relevant educational background, ideally holding a degree in communications, international relations, social sciences, or a related field. Advanced degrees or specialized training in communications strategy development or humanitarian work will be considered an asset.
Experience: The consultancy requires candidates to have substantial experience in developing communications strategies, particularly within the context of international development or humanitarian assistance. Candidates should have a proven track record of working on similar assignments, demonstrating their ability to navigate complex multi-country projects and effectively communicate with diverse audiences.
Languages: The primary language required for this position is English, with full professional proficiency in both spoken and written forms. While not mandatory, proficiency in additional languages relevant to the regions covered by the P2P program would be considered advantageous.
