Job Overview:
The Inter Agency Coordination Officer position is designed to facilitate the transition of the inter-agency system in South Sudan, ensuring that UNHCR plays a central role in coordination efforts. The incumbent will lead inter-agency coordination in the refugee and displacement context, particularly focusing on strengthening the humanitarian development peace (HDP) nexus. This role involves supporting cluster coordination, particularly the Refugee Coordination Model (RCM), and ensuring principled and coherent action across various sectors. The officer will also facilitate information sharing and joint planning to identify protection gaps and mobilize resources, ensuring that protection remains central to all humanitarian efforts. The position requires a proactive approach to promoting accountability to affected populations by mainstreaming community feedback into humanitarian priorities and strengthening the HDP nexus. The officer will also support the implementation of the Area Based Coordination (ABC) model in designated regions, ensuring that protection principles are embedded in UNHCR’s area-based leadership and relevant national frameworks.

Duties and Responsibilities:
The Inter Agency Coordination Officer will be responsible for a wide range of duties, including leading inter-agency coordination efforts, supporting cluster coordination, facilitating information sharing, and promoting accountability to affected populations. Specific responsibilities include:
  • Leading inter-agency coordination in the refugee and displacement context, particularly in areas where UNHCR seeks to strengthen the humanitarian development peace (HDP) nexus.
  • Supporting cluster coordination, including the Refugee Coordination Model (RCM), to ensure principled and coherent action.
  • Facilitating information sharing and joint planning to identify protection gaps and mobilize resources.
  • Promoting accountability to affected populations by mainstreaming community feedback into humanitarian priorities.
  • Supporting the implementation of the Area Based Coordination (ABC) model in designated regions.
  • Engaging in advocacy and representation on behalf of the cluster in inter-cluster coordination forums and HCT meetings.
  • Supporting the establishment of community feedback and complaint resolution mechanisms within displacement sites and host communities.
  • Ensuring that complaints regarding shelter quality and site management services are systematically tracked and resolved.
  • Supporting participatory monitoring and facilitating community consultations on cluster strategy and priorities.

Required Qualifications:
Candidates must possess an advanced university degree in Law, Political Science, Economics, International Relations, Business Administration, Social Science, or a related field. Additionally, candidates should have a strong protection and inter-agency background, with demonstrated experience in complex field settings. The role requires strong analytical, organizational, interpersonal, and drafting skills, as well as a proactive and creative approach to problem-solving. Experience as a cluster coordinator is desirable, along with technical expertise in at least one component of the Shelter, Land and Site Coordination Cluster (SLSCC).

Educational Background:
An advanced university degree is required for this position, specifically in fields such as Law, Political Science, Economics, International Relations, Business Administration, Social Science, or other relevant areas. Candidates with an undergraduate degree must have at least 6 years of relevant experience, while those with a graduate degree should have a minimum of 5 years of relevant experience. Candidates holding a doctorate degree are expected to have at least 4 years of relevant experience.

Experience:
The position requires a minimum of 6 years of relevant experience for candidates with an undergraduate degree, 5 years for those with a graduate degree, and 4 years for candidates with a doctorate. The candidate must have a strong background in protection and inter-agency coordination, with experience in complex field settings. Demonstrated experience in drafting resource mobilization documents is essential, and experience as a cluster coordinator is highly desirable.

Languages:
The position does not specify mandatory languages, but proficiency in English is typically required for roles within international organizations. Knowledge of additional languages relevant to the South Sudan context may be considered an asset, enhancing communication with local populations and stakeholders.
