Job Overview: The Consultant for Road Safety Projects will play a crucial role in providing technical and logistical support to the project manager and implementing partners. The primary functions of this position include technical coordination with partners, developing quarterly progress reports, conducting road safety data analysis, and preparing relevant documentation. The consultant will be instrumental in supporting the effective implementation of ESCAP’s road safety initiatives, which aim to enhance motorcycle and school-zone safety, improve vehicle safety standards, and establish sustainable financing mechanisms in countries such as Viet Nam, Thailand, and India. This role is aligned with the UN Decade of Action for Road Safety 2021–2030 and relevant Sustainable Development Goals (SDGs), focusing on reducing road traffic fatalities and injuries through evidence-based interventions.
Duties and Responsibilities: The Consultant will be responsible for providing comprehensive technical, analytical, and coordination support for four UNRSF-funded road safety projects. These projects include SAFE School Zones in Viet Nam, Star Rating for Safer Motorcycles in Southeast Asia, Improving Motorized Two-wheeler Safety in Thailand, and Building lasting investment solutions for safer roads in India. Key responsibilities include strengthening road safety management systems, promoting data-driven policy development, and ensuring gender-responsive and inclusive approaches are integrated into project activities. The consultant will work closely with implementing partners, national governments, road safety authorities, and development partners to ensure effective coordination of project activities, alignment with UNRSF strategic priorities, and compliance with donor requirements. Additionally, the consultant will engage stakeholders, facilitate knowledge exchange, and design capacity-building initiatives to support sustainable road safety outcomes at both national and regional levels.
Required Qualifications: Candidates must possess an advanced university degree in engineering, urban studies, economics, or a related field. A minimum of 2 years of experience is required, specifically in supporting the implementation of UNRSF-funded projects or similar trust fund projects in the Asia-Pacific region. This experience should include technical coordination, stakeholder engagement, and results monitoring in alignment with UNRSF priorities and log frame indicators. Desirable qualifications include prior experience in road safety research and analysis within the Asia-Pacific region, as well as experience in transport planning and research relevant to project implementation. Familiarity with the Sustainable Development Agenda and the Sustainable Development Goals and their indicators is also advantageous.
Educational Background: The educational background required for this position includes an advanced university degree in fields such as engineering, urban studies, economics, or other related disciplines. This educational foundation is essential for understanding the complexities of road safety projects and the analytical skills needed for effective implementation and coordination.
Experience: The position requires a minimum of 2 years of relevant experience, particularly in supporting the implementation of UNRSF-funded projects or similar initiatives in the Asia-Pacific region. Languages: Very good proficiency in English is mandatory for this position.
