Job Overview:
The Global Advisor on Mixed Migration will play a crucial role in shaping DRC's strategy to protect and assist people on the move. This position is pivotal in ensuring that the organization’s strategic direction remains relevant and effective in addressing the complexities of mixed migration. The advisor will be responsible for developing technical standards and processes that guide programming aimed at protecting and assisting individuals in mixed migration situations. Additionally, the role involves contributing to external engagement, fundraising, and policy discussions, thereby positioning DRC as a credible actor in the field of mixed migration. The advisor will work closely with HQ and country-level teams to operationalize the strategy in alignment with humanitarian principles and DRC’s programmatic approaches, ensuring that the organization’s response is coherent, principled, and of high quality.

Duties and Responsibilities:
  • Lead the development and implementation of DRC’s global mixed migration strategy, ensuring alignment with Strategy 2030 and the Response Framework.
  • Establish clear organizational principles and decision-making frameworks to guide programming.
  • Drive cross-departmental alignment and consistency across HQ and country offices, informed by analysis from the Mixed Migration Centre (MMC).
  • Define and advance DRC’s global advocacy agenda on asylum access, non-refoulement, legal pathways, and protection-focused alternatives to deterrence policies.
  • Ensure advocacy efforts are evidence-based, utilizing operational learning and MMC research to shape narratives.
  • Strengthen DRC’s influence with donors and policy actors globally, guiding country offices on principled advocacy in sensitive contexts.
  • Provide hands-on technical guidance and operational standards for mixed migration programming across various contexts.
  • Support country teams in translating analysis into practical, field-ready responses in diverse settings.
  • Advise on risk management and ethical considerations to ensure safe and principled implementation of programs. 1
  • Support global business development and donor engagement, ensuring alignment with DRC’s strategy and ethics. 1
  • Build and maintain strategic partnerships with donors, NGOs, UN agencies, and research institutions. 1
  • Demonstrate impact and return on investment through resource mobilization and strengthened organizational positioning.

Required Qualifications:
  • At least 7 years of experience in a similar technical advisory role for an international NGO or UN agency.
  • Demonstrated experience in leading the design and implementation of mixed migration strategies and programming.
  • Proven track record in contributing to external representation and policy-related discussions regarding the protection and assistance of people in mixed migration situations.
  • Strong understanding of legal and policy frameworks applicable to mixed migration contexts.
  • Master’s degree in political science, international development, economics, or a related field.

Educational Background:
Candidates must possess a Master’s degree in political science, international development, economics, or another relevant field. This educational background is essential for understanding the complexities of mixed migration and for effectively contributing to the development of strategies and policies that address the needs of displaced populations.

Experience:
The position requires a minimum of 7 years of relevant experience in a similar role, providing regional or global technical advice on mixed migration issues within an international NGO or UN agency. Candidates should have a strong background in mixed migration, as well as generalist knowledge across DRC’s core sectors, and be adept at engaging in policy-related discussions.

Languages:
Fluency in English is mandatory, as all applications and communications will be conducted in English. Proficiency in additional languages relevant to the regions where DRC operates would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and communities.

Additional Notes:
The position is based in the Democratic Republic of the Congo, with an initial contract length of 1 year, subject to extension based on funding availability. The workplace is located at DRC's headquarters in Copenhagen, Denmark. The role is temporary and contingent on donor funding. Salary and conditions will be in accordance with the agreement between DRC and AC, and this is a national position for which local terms and conditions apply.
