Job Overview: The consultant will play a crucial role in supporting WHO/Europe in three primary areas: enhancing the Central Asian and European Surveillance of Antimicrobial Resistance (CAESAR) network, advancing antimicrobial stewardship and infection prevention and control capacity-building, and contributing to the development, piloting, and governance of the AMR Accountability Index. This position requires a proactive approach to ensure effective documentation, reporting, and knowledge management across all workstreams. The consultant will be expected to coordinate communication with national focal points, develop training curricula, and manage learning platforms, all while ensuring that the commitments made through the Global Action Plan are translated into measurable actions.
Duties and Responsibilities: The consultant will be responsible for several key deliverables: 1) CAESAR Network Support, which includes coordinating communication with national focal points, updating the CAESAR dashboard, and delivering CAESAR Clinics; 2) AMS/IPC Capacity-Building, which involves developing a yearlong training curriculum, conducting assessments in hospitals, managing knowledge-exchange platforms, and preparing promotional materials; and 3) AMR Accountability Index Development, which requires organizing consultation meetings, contributing to pilot country missions, and providing technical advice on methodological refinement. The consultant will also ensure that all activities are documented and reported effectively, contributing to the overall goals of the WHO European Region.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or higher) in health science, public health, public management, economics, epidemiology, or a related field. Essential qualifications include a minimum of five years of experience in AMR coordination, particularly within the WHO European Region, with a strong emphasis on AMR surveillance, capacity-building, and tool development. Experience in providing advisory services in infectious disease prevention and control, as well as in developing and delivering AMR-related training for adult learners, is also required. Familiarity with AI-based tools for enhancing training delivery is desirable.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s or higher) in relevant fields such as health science, public health, public management, economics, or epidemiology. This educational foundation is essential for understanding the complexities of antimicrobial resistance and the necessary strategies for addressing it effectively.
Experience: The position requires a minimum of five years of relevant experience, particularly in AMR coordination within the WHO European Region. Candidates should have a strong background in AMR surveillance, capacity-building, and the development of assessment tools. Experience in coordinating teaching activities and delivering training programs for adult learners is also essential, along with a proven track record in infectious disease prevention and control.
Languages: Expert knowledge of English is mandatory, with intermediate knowledge of French being desirable. Additionally, intermediate knowledge of Russian is considered a plus, enhancing the consultant's ability to communicate effectively across diverse regions and stakeholders.

The consultant will work from home but will need to travel to the WHO Regional Office for Europe in Copenhagen, Denmark, as required. Remuneration is set at Payband level B, with a monthly rate ranging from USD 8,490 to USD 9,980, or a daily rate from USD 425 to USD 499, depending on the contract specifics.
