Job Overview:
The position of Evaluator within the OSCE Programme Office in Dushanbe is a consultancy role aimed at building a roster of qualified evaluators who can support the evaluation processes of various projects and initiatives. The primary objective of this assignment is to invite experienced national professionals to join the OSCE POiD roster for future evaluation consultancy assignments. Candidates are expected to demonstrate their relevance to decentralized evaluations by detailing their previous evaluation experiences, methodologies used, and specific areas of expertise. This role requires a strong commitment to impartiality and integrity, as evaluators will be tasked with providing objective assessments of projects, programs, and policies. The evaluators will work under the supervision of the evaluation manager and programme manager, contributing to the overall effectiveness of the OSCE's evaluation processes.

Duties and Responsibilities:
The successful candidate will be responsible for designing evaluation methodologies and plans, which include formulating evaluation questions, creating evaluation matrices, and identifying relevant indicators. They will conduct evaluations of assigned projects, programs, or policies using various evaluation methods and tools, such as interviews, focus groups, and desk reviews. The evaluator will provide objective, high-quality assessments based on established criteria and prepare comprehensive evaluation reports that clearly present findings. Collaboration with stakeholders and team members is essential, and specific tasks and responsibilities will be outlined in the terms of reference for each evaluation assignment. The evaluator must ensure that all deliverables meet the required standards and timelines, contributing to the overall success of the evaluation process.

Required Qualifications:
Candidates must possess a second-level university degree in social sciences or a related field, such as international relations, economics, or evaluation. A minimum of five years of documented experience in conducting decentralized evaluations for international organizations, INGOs, or governments is required. Applicants should have a sound knowledge of international evaluation norms, standards, processes, and designs. Proven experience with both quantitative and qualitative methods for data collection and analysis is essential. Candidates must demonstrate the ability to use relevant software applications for administering, analyzing, and visualizing various types of data. Additionally, applicants should exhibit gender awareness and sensitivity, integrating a gender perspective into evaluations. Strong report-writing skills and the ability to present complex information clearly and concisely are crucial for this role.

Educational Background:
The educational background required for this position includes a Master's degree (second-level university degree or equivalent) in social sciences or a related field. This advanced education is essential to ensure that candidates have the necessary theoretical knowledge and analytical skills to conduct high-quality evaluations.

Experience:
Candidates should have a minimum of five years of relevant experience in conducting evaluations, particularly in decentralized contexts. Languages:
