Job Overview: The National Consultant position is integral to IOM Pakistan's efforts in expanding its counter-trafficking and migrant smuggling prevention initiatives. The consultant will be responsible for conducting an evidence-based research study on human trafficking linked to human mobility, focusing on vulnerable populations such as women and children. This role involves designing a research framework, managing fieldwork, engaging with stakeholders, and developing capacity-building tools. The consultant will work closely with IOM's Migration Management unit and Protection staff to ensure that the research findings inform design" style="border-bottom: 1px dotted #007bff !important;">program design and strengthen outreach efforts. The position requires a strong understanding of the socio-cultural dynamics in Pakistan, particularly concerning migration and protection issues, and the ability to translate research findings into practical programming.
Duties and Responsibilities: The National Consultant will undertake a variety of tasks, including leading the design and operationalization of the research framework, coordinating in-country fieldwork, conducting literature reviews, developing data collection tools, engaging with stakeholders, documenting field research activities, drafting comprehensive reports, and contributing to the development of practical tools and guidance materials. Additionally, the consultant will design and deliver capacity-building activities for IOM staff and partners, facilitate validation workshops, and maintain close coordination with the International Consultant to ensure alignment with international best practices. The consultant's performance will be evaluated based on effective coordination, data quality, responsiveness, stakeholder feedback, and adherence to IOM standards.
Required Qualifications: Candidates must possess a university degree in Social Sciences, Development Studies, Law, Migration Studies, Anthropology, or a related discipline. Training in research methods, social work, or protection is advantageous. A minimum of five years of relevant professional experience in research, assessment, or project implementation in migration, protection, human rights, or community development is required. Experience in conducting field research with refugee or migrant populations and expertise in trafficking and smuggling issues in Pakistan are essential. Strong analytical, communication, and organizational skills are also necessary, along with cultural competence and the ability to work collaboratively in a team environment.
Educational Background: The educational background required for this position includes a Bachelor's degree or higher, with a Master's degree preferred, in relevant fields such as Social Sciences, Development Studies, Law, Migration Studies, or Anthropology. Additional training in research methods, social work, or protection is considered an asset, enhancing the candidate's ability to conduct effective research and engage with vulnerable populations.
Experience: The position requires a minimum of five years of relevant professional experience, particularly in research, assessment, or project implementation related to migration, protection, human rights, or community development. Candidates should have experience conducting field research or surveys, especially with refugee or migrant populations, and a strong understanding of trafficking in persons and smuggling of migrants in Pakistan. Prior involvement in research studies related to vulnerable communities is highly desirable, demonstrating the candidate's capability to navigate complex social dynamics.
Languages: Fluency in English and Urdu (both written and spoken) is mandatory for this position. Knowledge of Pashto and/or Dari/Persian is highly preferred, as these language skills will enhance the consultant's ability to engage with diverse communities. Familiarity with other local languages may also be beneficial depending on the research locations, ensuring effective communication and data collection.
Additional Notes: The consultancy is expected to involve extensive travel across Pakistan for fieldwork. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage against occupational accidents and illnesses under its Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational issues. IOM adheres to a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
