Job Overview:
The Shelter & WASH Officer position is crucial for the planning and implementation of Shelter and WASH (Water, Sanitation, and Hygiene) activities in Nablus. The officer will be responsible for conducting field assessments, implementing cash-based interventions, and ensuring compliance with NRC standards. This role requires a strong focus on integrating protection, gender considerations, accountability to affected populations (AAP), and environmental sustainability into all activities. The officer will also contribute to emergency response efforts and coordinate with various partners and local authorities to ensure effective project implementation. The position demands a proactive approach to problem-solving and the ability to prepare detailed reports on project progress and challenges.

Duties and Responsibilities:
The Shelter & WASH Officer will implement the delegated Shelter/WASH portfolio according to the established plan of action. Responsibilities include organizing and delivering tasks in line with project priorities and standards, preparing status reports for management, and cooperating with relevant partners and local authorities. The officer will conduct regular monitoring field visits and actively participate in the overall project monitoring process. Specific responsibilities include supporting the development of Shelter & WASH implementation projects, conducting field assessments, and reporting on progress. The officer will also support cash-based modalities for Shelter and WASH, ensuring compliance with standard operating procedures (SoPs). Additionally, the officer will monitor project budgets, identify variances, and propose corrective actions to maintain efficient implementation. Building strong relationships with government, UN, and INGO actors is essential, as is ensuring technical quality control in project implementation.

Required Qualifications:
Candidates must possess a Bachelor's degree in water and sanitation engineering, civil engineering, or a relevant technical specialization in WASH and Shelter. Appropriate certifications and technical training are desirable. The position requires at least 1-2 years of work experience in designing and implementing emergency or humanitarian programming targeting vulnerable communities. A solid understanding of the WASH and Shelter sectors, including their hardware and software components, is essential. Experience in emergency program implementation, tracking progress, and reporting against agreed indicators is also required. Candidates should have experience in both emergency and early recovery phases, including assessments and the design and delivery of effective WASH and Shelter interventions.

Educational Background:
A Bachelor's degree in a relevant field such as water and sanitation engineering or civil engineering is required. Additional certifications and technical training in WASH and Shelter are considered advantageous. Candidates should have a strong academic background that supports their understanding of the technical aspects of the role.

Experience:
The position requires a minimum of 1-2 years of relevant work experience, particularly in emergency and humanitarian programming. Candidates should have a proven track record of designing and implementing projects that target vulnerable populations, as well as experience in monitoring and evaluating project outcomes. Familiarity with the WASH and Shelter sectors is crucial, along with experience in emergency program implementation and early recovery phases.

Languages:
Fluency in both English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in these two languages to effectively engage with diverse stakeholders and communities.

Additional Notes:
The position is based in Nablus, West Bank, and is classified as Grade (05) Step (01). The contract duration is for 10 months, with the possibility of renewal based on the needs of the position, funding availability, and performance.
