Job Overview:
The consultant will play a crucial role in supporting IOM Ukraine's Early Recovery and Development portfolio, which is designed to assist in the recovery of Ukraine through various initiatives aimed at small and medium enterprises (SMEs) and business clusters. The position requires a flexible and specialized approach to provide technical support in grant management, stakeholder coordination, and resource mobilization. The consultant will engage with multiple workstreams, including the operationalization of the Diaspora Alliance, which aims to enhance the engagement of the Ukrainian diaspora in recovery efforts. The consultant will also be responsible for monitoring the financial implementation of housing loan programs, ensuring compliance with donor requirements and institutional procedures. This role is vital in facilitating economic reintegration and return-related initiatives, thereby contributing to the overall recovery of Ukraine.

Duties and Responsibilities:
  • Provide technical support for the administration and processing of grant agreements for SMEs and business clusters, ensuring compliance with program rules and donor requirements.
  • Coordinate with grant beneficiaries to ensure adherence to documentation and eligibility checks, providing follow-up support as necessary.
  • Review and assess financial and narrative reports submitted by beneficiaries for accuracy and compliance with grant conditions.
  • Facilitate business cluster selection processes, including eligibility screening and organization of business plan presentations.
  • Support the operationalization of the Diaspora Alliance by finalizing governance documents and organizing meetings.
  • Engage with private sector stakeholders to develop recommendations for the economic reintegration of returnees.
  • Contribute to resource mobilization efforts by drafting concept notes and budgets for donor outreach.
  • Monitor the financial implementation of housing loan programs, ensuring transparency and compliance with regulations.
  • Document outcomes and recommendations from stakeholder engagements and prepare knowledge products. 1
  • Perform additional duties as assigned by the supervisor.

Required Qualifications:
  • A Bachelor’s or Master’s degree in economics, political science, data analytics, or a related field.
  • A minimum of five years of relevant professional experience in economic or labor market analysis, labor migration, or labor policy affairs.
  • Experience in research projects and practical engagement with the Ukrainian private sector, including Chambers of Commerce and business clusters.
  • Familiarity with Ukrainian diaspora organizations and multi-stakeholder groups.
  • Proven experience working with government bodies, civil society organizations, and international partners.
  • Strong analytical, research, and drafting skills, with proficiency in statistical tools and data sources.
  • Excellent interpersonal and communication skills, with strong organizational and time management abilities.

Educational Background:
Candidates must possess at least a Bachelor’s degree in a relevant field such as economics, political science, or data analytics. A Master’s degree is preferred and may enhance the candidate's qualifications for this consultancy role. The educational background should provide a solid foundation in economic principles, data analysis, and policy development, which are critical for the tasks outlined in this position.

Experience:
The position requires a minimum of five years of relevant professional experience. This experience should encompass economic or labor market analysis, labor migration, or labor policy affairs. Candidates should have practical experience working with the Ukrainian private sector and engagement with diaspora organizations. Experience in research projects and collaboration with government bodies and civil society organizations is also essential. The ability to demonstrate strong analytical and drafting skills is crucial for success in this role.

Languages:
Proficiency in Ukrainian and English is mandatory for this position. Candidates should possess excellent communication skills in both languages to effectively engage with stakeholders and produce high-quality documentation. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
The consultancy is subject to funding confirmation and the candidate's medical fitness for appointment. Travel may be required based on operational needs, and any travel will comply with IOM’s travel policy. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational issues.
