Job Overview: The position of Category B Consultant within the IOM in Ukraine is pivotal in supporting the humanitarian and recovery response through data analysis and dissemination. The consultant will be responsible for developing thematic briefs based on data collected from a nationwide call center survey, alongside secondary data sources. These briefs will address emergent humanitarian, recovery, or development issues, providing actionable insights to inform decision-making processes. The consultant will be expected to produce a series of briefs, each no longer than 25 pages, incorporating data visualizations to enhance clarity and impact. The role demands a strong analytical capability and the ability to engage effectively with various stakeholders, including humanitarian clusters and partners, to ensure that the deliverables meet the information needs of the ongoing response efforts in Ukraine.
Duties and Responsibilities: The consultant will undertake the following duties and responsibilities:
Develop a series of thematic briefs based on representative data from a nationwide call center survey and secondary data sources.
Ensure that each brief is concise, well-structured, and includes up to 10 data visualizations created in Microsoft Excel.
Deliver Brief 1 by email by 17 April 2026, Brief 2 by 8 May 2026, Brief 3 by 29 May 2026, Brief 4 by 17 July 2026, Brief 5 by 7 August 2026, and Brief 6 by 28 August 202
Engage effectively with clusters and partners throughout the consultancy to facilitate a broad consultative process for the deliverables.
Perform additional duties as assigned, ensuring timely delivery of all briefs and analytical tasks.
Maintain effective communication with stakeholders to ensure alignment and clarity in the deliverables.
Required Qualifications: The ideal candidate should possess a Master’s Degree in Social Science, Public Administration, Public Policy, Economics, or a related field from an accredited academic institution, along with at least 3 years of relevant professional work experience. Alternatively, a Bachelor’s Degree with at least 5 years of relevant professional work experience is acceptable. Candidates must demonstrate experience working with international organizations, particularly in humanitarian and early recovery contexts. A proven record of active engagement within coordination" style="border-bottom: 1px dotted #007bff !important;">cluster coordination structures or other forums of the humanitarian architecture is essential. Familiarity with quantitative and qualitative research methods in humanitarian settings is required, and experience in delivering capacity building in applied research or analysis will be considered an advantage.
