Job Overview:
The Supply Chain Officer position involves strategic planning and operational support to ensure the effective delivery of relief items in line with UNHCR's procurement strategy. The role requires the officer to prepare plans for the delivery of relief items based on operational needs, conduct regular physical verification of Property, Plant and Equipment (PPE), and manage the supply chain effectively. The officer will work within a multifunctional team to identify partners for supply chain projects, resolve local supply chain difficulties, ensure timely customs clearance, and maintain accurate records of logistical activities. The position also entails evaluating purchase requisitions, drafting and dispatching quotation requests, monitoring the delivery of goods, and providing guidance on procurement policies. The Supply Chain Officer will play a crucial role in ensuring that the supply chain aligns with operational needs and adheres to UNHCR's global policies and standards.

Duties and Responsibilities:
The Supply Chain Officer will be responsible for a comprehensive set of duties including: preparing plans for the delivery of relief items, applying UNHCR's procurement strategy, conducting physical verification of PPE, identifying partners for supply chain projects, resolving local supply chain issues, ensuring timely customs clearance, managing storage of goods, maintaining records on logistical activities, coordinating transportation and distribution of relief items, evaluating purchase requisitions, drafting and dispatching quotation requests, monitoring the delivery of goods, providing guidance on procurement policies, implementing effective asset and fleet management, ensuring proper disposal of PPE, and analyzing the quality of commodities and services delivered. The officer will also be expected to monitor supply chain data, compile statistical information, and adapt local supply chain structures to meet operational needs.

Required Qualifications:
Candidates must possess a strong understanding of supply chain management principles and practices, particularly in a humanitarian context. They should demonstrate technical capabilities relevant to UNHCR procedures and rules, possess excellent interpersonal skills, and have the ability to work effectively in a multicultural environment. The role requires discretion, political sensitivity, and the ability to liaise with various stakeholders, including senior officials. Candidates should also exhibit resourcefulness, initiative, and the ability to work independently under established procedures.

Educational Background:
A bachelor's degree in supply chain management, logistics, business administration, or a related field is required. Advanced degrees or certifications in supply chain management or logistics are highly desirable and may enhance a candidate's qualifications for the position.

Experience:
Candidates should have a minimum of 3-5 years of relevant professional experience in supply chain management, logistics, or procurement, preferably within a humanitarian or international development context. Experience working with UN agencies or similar organizations is an advantage. The ability to manage multiple projects and work under pressure is essential.

Languages:
Fluency in English is mandatory, both spoken and written. Knowledge of additional languages, particularly those relevant to the local context in Uganda, is considered an asset and may enhance communication with diverse stakeholders.

This position is based in Mbarara, Uganda, which is classified as a moderate security" style="border-bottom: 1px dotted #007bff !important;">security level area. The role may involve travel within the region and requires a commitment to the principles of voluntary engagement. Candidates should be prepared for the living conditions in Mbarara, which may include challenges related to infrastructure and safety. The UNHCR security unit will provide guidance on safe locations for living and working. The position may also involve working in potentially hazardous conditions and requires a genuine commitment to UNHCR's mission and values.
