Job Overview:
The Monitoring, Evaluation, and Learning (MEL) Officer will play a crucial role in supporting the implementation of the STRengthening Infectious Disease DEtection Systems (STRIDES) project in Bangladesh. This position involves maintaining and implementing the monitoring and evaluation processes and practices of the project. The MEL Officer will be responsible for training program staff to ensure that performance indicators and data related to outcomes, achievements, and impact are accurately prepared and collected in targeted geographic areas and sectors. Additionally, the MEL Officer will provide technical support and guidance to staff and partners, draft technical portions of proposals and project designs, and implement and monitor technical strengthening initiatives. The role also includes developing training strategies, conducting training activities, creating scientific or technical materials, evaluating programmatic effectiveness, and providing administrative support on core project operations.

Duties and Responsibilities:
The MEL Officer will assist in providing technical support in the development and dissemination of tools, materials, reports, and interventions for projects. They will ensure quality control and quality assurance support, contribute to the development and sharing of lessons, knowledge, innovations, and best practices, and support work planning and preparation. The MEL Officer will work closely with the assigned team to ensure activities are implemented according to standard operating procedures (SOPs), monitor and maintain protocols, instruments, data sets, manuals, training materials, and reports. They will participate in client and funder meetings, prepare Requests for Proposals for technical and administrative needs, respond to inquiries from internal and external staff, and provide administrative and logistic support to the technical team. The MEL Officer will also support the preparation of quarterly and annual reports, write and edit technical documents, gather necessary information and data for reports, assist with technical troubleshooting, and ensure proper documentation and reporting of services rendered to clients.

Required Qualifications:
Candidates must possess a Bachelor’s degree or its international equivalent in social science, Statistics, Public Health/Epidemiology, Data Science, or a related field. The position typically requires 2+ years of relevant experience in managing data collection, monitoring, evaluation, capacity strengthening, and technical assistance. Prior work experience in a non-governmental organization (NGO), government agency, or private company is also required. Proficiency with database management software and online search tools is essential, along with sensitivity to cultural diversity and understanding of political, contextual, and ethical issues in assigned areas. Candidates should be proactive in managing multiple tasks and flexible in working with different teams across various time zones.

Educational Background:
A Bachelor’s degree or its international equivalent in social science, Statistics, Public Health/Epidemiology, Data Science, or a related field is required for this position. This educational background provides the necessary foundation for understanding the complexities of monitoring and evaluation processes, data analysis, and the technical aspects of public health initiatives.

Experience:
The MEL Officer position typically requires 2+ years of relevant experience in managing data collection, monitoring, evaluation, capacity strengthening, and providing technical assistance. Candidates should have prior work experience in a non-governmental organization (NGO), government agency, or private company, which will equip them with the necessary skills and knowledge to effectively contribute to the STRIDES project.

Languages:
Fluency in English and Bangla is mandatory for this position. Candidates must be able to read, write, and speak both languages proficiently. Additional language skills may be considered an asset but are not required.

Additional Notes:
The position is based in Dhaka, Bangladesh, and may require domestic travel up to 25%. The MEL Officer will not have supervisory responsibilities but will report to the Country MEL Advisor. The work environment is typical of an office setting, with the ability to spend long hours looking at computer screens and performing repetitive tasks.
