Job Overview:
The consultant will work under the supervision of the Research and Knowledge Management Humanitarian Specialist to enhance UN Women's systems, tools, and partnerships for generating, analyzing, and utilizing gender data in crisis settings. The role involves finalizing a draft set of core global indicators on gender in humanitarian action, developing methodologies for qualitative gender data collection, and drafting Data Sharing Agreements (DSAs) to facilitate data flow. The consultant will also engage in inter-agency consultations and validation workshops to ensure the indicators align with established humanitarian standards and frameworks. This position is crucial for improving the visibility and representation of women, girls, and gender-diverse individuals in humanitarian data systems, thereby enabling more effective and gender-responsive decision-making in crisis contexts.

Duties and Responsibilities:
The consultant's responsibilities include:
  • Finalizing the Global Indicator Set by reviewing and refining draft indicators, ensuring alignment with IASC Gender Handbook and other sectoral guidance, mapping feasible secondary data sources, and producing final indicator lists and reporting pathways.
  • Developing a methodology for qualitative gender indicators, identifying qualitative indicators related to gender roles, decision-making, and barriers to assistance, and creating data-collection tools such as FGD guides and KII tools.
  • Drafting technical components of Data Sharing Agreements, ensuring compliance with UN Women’s data protection standards, and developing guidance notes for operationalizing DSAs.
  • Conducting light testing of tools in selected countries and updating them based on feedback.
  • Delivering comprehensive documentation of all project deliverables and ensuring timely completion of tasks as per the agreed schedule.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in gender studies, economics, statistics, public policy, social science, or a related discipline. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, candidates should have a minimum of seven years of professional experience in gender data and statistics, particularly in humanitarian crisis and conflict settings. Strong knowledge of gender-specific data tools and international monitoring frameworks is essential, along with demonstrated experience in drafting technical guidance and developing surveys and indicators.

Educational Background:
The educational requirement for this position includes a Master's degree or equivalent in relevant fields such as gender studies, economics, statistics, public policy, or social science. A first-level university degree may be accepted if accompanied by additional qualifying experience, highlighting the importance of both formal education and practical experience in this role.

Experience:
The position requires at least seven years of combined professional experience at national and/or international levels in gender data and statistics, particularly in humanitarian contexts. Candidates should have a strong understanding of gender-specific data tools and frameworks related to humanitarian emergencies and women, peace, and security. Experience in drafting technical guidance, developing indicators, and strengthening information management systems in crisis settings is crucial. Familiarity with ethical data standards and experience working within the UN system are also valuable assets.

Languages:
Fluency in English is mandatory for this position. Knowledge of other UN official languages, particularly French or Spanish, is considered an asset, enhancing the candidate's ability to communicate effectively in diverse international settings.

This position is remote, allowing for flexibility in work location. The consultant will be expected to adhere to UN Women’s standards and policies, including a zero-tolerance policy on misconduct. The role may involve collaboration with various stakeholders, including UN entities, civil society organizations, and government counterparts.
