Job Overview: The position of Financial Management and Internal Controls Consultant (Cluster 2) is designed to provide expert advice and support in the areas of financial management and internal controls within the framework of UNDP's operations in Bosnia and Herzegovina. The consultant will be responsible for assessing the current financial management practices and internal control systems in place, identifying weaknesses, and recommending improvements. This role is crucial for ensuring that financial resources are managed effectively and transparently, in compliance with UNDP policies and procedures. The consultant will work closely with UNDP staff and stakeholders to enhance the financial governance framework and ensure accountability in financial reporting. The assignment is expected to last from February to December 2026, with a maximum of 50 consultant days allocated for the completion of the tasks.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including but not limited to: conducting a comprehensive review of existing financial management practices and internal control systems; identifying gaps and areas for improvement; developing and implementing strategies to strengthen financial governance; providing training and capacity building for UNDP staff on financial management and internal controls; preparing detailed reports and recommendations for management; ensuring compliance with UNDP financial regulations and policies; collaborating with other departments and stakeholders to align financial practices with organizational goals; and participating in meetings and workshops to discuss findings and progress.
Required Qualifications: Candidates must possess a strong background in financial management and internal controls, with a proven track record of working in similar roles. A deep understanding of UNDP policies and procedures is highly desirable. The consultant should have excellent analytical skills, attention to detail, and the ability to communicate complex financial concepts clearly. Strong interpersonal skills and the ability to work collaboratively with diverse teams are essential. Additionally, candidates should demonstrate a commitment to ethical standards and integrity in financial management.
Educational Background: A minimum of a bachelor's degree in finance, accounting, business administration, or a related field is required. A master's degree or professional certification (such as CPA, ACCA, or equivalent) is preferred and will be considered an asset. The educational background should reflect a strong foundation in financial principles and practices, as well as an understanding of international development finance.
Experience: Candidates should have at least 5 years of relevant experience in financial management and internal controls, preferably within the context of international organizations or development agencies. Experience working with UNDP or similar entities is an advantage. The consultant should have a demonstrated ability to analyze financial data, develop financial policies, and implement effective internal control systems. Previous experience in capacity building and training is also beneficial.
Languages: Fluency in English is mandatory, as all reports and communications will be conducted in this language. Proficiency in local languages (Bosnian, Croatian, Serbian) is considered an asset and may enhance communication with local stakeholders.
