Job Overview:
The National Project Coordinator (NPC) will play a crucial role in leading and managing the ILO's project aimed at promoting responsive institutions and mechanisms to eliminate forced labor in the Philippines, known as PRIME PH. This position is pivotal as it involves strategic planning, resource management, and coordination with various stakeholders, including government entities, employers, and workers' organizations. The NPC will ensure that the project is implemented effectively and in alignment with ILO policies and guidelines. The role requires a proactive approach to monitoring project progress, facilitating communication, and enhancing the project's visibility. The NPC will also be responsible for providing high-quality technical inputs and advice, ensuring that the project contributes to the broader goals of the ILO's Decent Work Country Programme and the UN Sustainable Development Cooperation Framework.

Duties and Responsibilities:
The National Project Coordinator will have a comprehensive set of responsibilities, including but not limited to:
  • Leading the planning, implementation, monitoring, and evaluation of project activities in accordance with ILO policies and guidelines.
  • Providing technical and administrative supervision to the project team.
  • Coordinating with tripartite partners and stakeholders to ensure effective collaboration and resource mobilization.
  • Monitoring project progress against objectives and utilizing results-based management techniques to report on performance.
  • Organizing and facilitating conferences, workshops, and training sessions to promote project objectives.
  • Preparing periodic reports and statistical data to inform decision-making and enhance project visibility.
  • Identifying synergies with other ILO initiatives and ensuring the sustainability of project outputs.
  • Supporting the mobilization of additional resources for project activities.
  • Conducting field missions to monitor project implementation and ensure compliance with ILO standards. 1
  • Performing other relevant duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a university degree in economics, management, social science, or related fields, with demonstrated expertise or equivalent experience. Training in results-based planning, design, data collection, monitoring and evaluation methodologies, and project cycle management is considered an advantage. Candidates should also have a proven ability to promote gender equality through project work and demonstrate strong analytical skills and knowledge of relevant tools and procedures.

Educational Background:
A university degree in a relevant field such as economics, management, social science, or a related discipline is required. Additional training in project management methodologies, monitoring and evaluation, and results-based planning is highly desirable and will enhance a candidate's application.

Experience:
Candidates should have at least three years of relevant professional experience at the national level, preferably in project management and topics related to international labor standards. Experience collaborating with government entities, workers' and employers' organizations, civil society, UN agencies, and other stakeholders is advantageous. Proven experience in promoting gender equality through project work is also essential.

Languages:
Excellent command of English is mandatory, along with proficiency in an official national language of the duty station. This bilingual capability is crucial for effective communication and project implementation.

Additional Notes:
The position is a fixed-term contract for one year, with the possibility of extension based on resource availability and satisfactory performance. The entry-level salary for this position is 1,912,039 Philippine Pesos annually, net of pensionable remuneration, based on the UN Salary Scale for the National Officer Category, effective November 202
