Job Overview: The Adviser on Gender Equality plays a crucial role within the Democratic Governance and Gender Unit (DGGU) of the ODIHR. This position is responsible for providing expert advice and leading the design, implementation, and evaluation of programs aimed at promoting gender equality and enhancing women's participation in political and public life. The incumbent will work closely with various stakeholders, including parliaments and political parties, to advance gender equality in governance. The role requires a deep understanding of international instruments promoting gender equality and the ability to analyze public policies and legislation affecting women's rights. The Adviser will also be involved in advocacy efforts at OSCE forums and will coordinate activities across different OSCE departments and external organizations to maximize impact.
Duties and Responsibilities: The Adviser on Gender Equality will undertake a variety of tasks, including:
Developing, implementing, and evaluating targeted activities and projects that support OSCE participating States in fulfilling their commitments regarding migration and freedom of movement.
Designing and delivering gender-equality programs by identifying priorities, developing methodologies, managing implementation, and evaluating results to promote equal participation of women and men in political life.
Conducting policy and legal analysis by monitoring public policy and legislation affecting women's rights, assessing national legal frameworks, and preparing analytical reports and recommendations.
Leading knowledge and advocacy efforts at OSCE forums by preparing substantive inputs and delivering presentations at mandated meetings.
Coordinating with various OSCE departments and external partners to ensure systematic collaboration and enhance the impact of initiatives.
Representing ODIHR at conferences and meetings, providing expert advice, and responding to requests for information and technical assistance.
Managing resources effectively, overseeing consultant recruitment, organizing workshops, and ensuring compliance with OSCE/ODIHR rules.
Performing other related duties as required.
Required Qualifications: Candidates must possess a second-level university degree in gender studies, social and political science, law, sociology, public administration, or a related field. Alternatively, a first-level university degree combined with two years of additional qualifying experience may be accepted. A minimum of five years of progressively responsible professional experience in gender equality and women's participation in political life is required, or seven years with a first-level university degree. Proven experience in designing, planning, and managing projects that promote gender equality is essential, along with strong knowledge of international instruments and institutions that support gender equality. Candidates should also demonstrate computer literacy, particularly in Microsoft applications, and possess excellent written and oral communication skills in English, with knowledge of Russian considered an asset. The ability to work collaboratively and maintain effective relationships with diverse individuals is crucial.
Educational Background: The position requires a Master's degree (second-level university degree) in a relevant field such as gender studies, social and political science, law, sociology, or public administration. Candidates with a first-level university degree may be considered if they have additional qualifying experience that meets the requirements of the role.
Experience: The Adviser on Gender Equality should have a minimum of five years of increasingly responsible professional experience in the field of gender equality and women's participation in political life. This experience should include a proven track record in designing, planning, and managing projects that support gender equality and women's political participation.
Languages: Fluency in English is mandatory, both written and oral. Knowledge of Russian is considered an asset, which may enhance the candidate's ability to engage with a broader range of stakeholders across the OSCE region.
Additional Notes: The position is a fixed-term contract at the professional level (P3) with a full-time schedule. The monthly remuneration is approximately EUR 7,100, subject to post adjustment and family status. OSCE salaries are exempt from taxation in Poland, and social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund, with contributions from both the organization and the employee.
