Job Overview: The Programme and Administrative Assistant will play a crucial role in supporting the ILO's project on Promoting Responsive Institutions and Mechanisms to Eliminate Forced Labour in the Philippines (PRIME PH). This position is essential for the effective implementation of the project, which aims to strengthen mechanisms for preventing forced labor and enhancing the capacity of government institutions and social partners. The assistant will be responsible for providing specialized administrative and financial support, ensuring compliance with ILO rules and regulations, and facilitating communication among project stakeholders. The role requires a proactive approach to problem-solving and the ability to manage multiple tasks efficiently. The successful candidate will work closely with the National ProjectCoordinator and other team members to ensure that project objectives are met and that financial records are maintained accurately.
Duties and Responsibilities: The Programme and Administrative Assistant will be responsible for a variety of tasks, including but not limited to: maintaining project financial records and monitoring systems, processing contracts for financial clearance and payment, preparing correspondence to verify data and address queries, reviewing financial reports from project partners, classifying budget codes, verifying claims for payment, providing administrative and financial guidance to project staff and partners, preparing recurring and special reports for donor reporting, calculating cost estimates, supporting budget revision requests, drafting correspondence and reports, and managing logistical arrangements for project personnel and events. The assistant will also be expected to perform other relevant duties as assigned by the National Project Coordinator or the Director of CO-Manila, demonstrating flexibility and adaptability in a dynamic work environment.
Required Qualifications: Candidates must possess a completion of secondary school education with formal training in accounting and/or administrative fields. A strong understanding of financial and administrative rules, guidelines, and procedures is essential. The ability to maintain financial records, prepare reports, and handle confidential matters with discretion is required. Candidates should demonstrate responsible behavior, attention to detail, and high ethical standards. Proficiency in Microsoft Office and statistical software packages is necessary, along with excellent organizational skills and the ability to work both independently and as part of a team. Strong analytical skills and the ability to work under pressure while meeting deadlines are also important.
Educational Background: The position requires completion of secondary school education, with additional formal training in accounting or administrative fields being highly desirable. This educational background will provide the necessary foundation for understanding the financial and administrative processes involved in the role.
Experience: Candidates should have at least five years of progressively responsible experience in financial and administrative work. Familiarity with UN administrative and financial procedures is considered an advantage. This level of experience ensures that the candidate is well-equipped to handle the complexities of the role and contribute effectively to the project's success.

Additional Notes: The position is a fixed-term contract for one year, with the possibility of extension based on the availability of resources and satisfactory performance. The entry-level salary for this position is 876,102 Philippine Pesos annually, based on the UN Salary Scale for the National Officer Category, effective November 202
