Job Overview: The consultant will play a crucial role in supporting investment promotion agencies (IPAs) in ASEAN member states as they adapt to new investment trends and challenges, particularly in the wake of the coronavirus crisis. The position involves identifying investible opportunities in sectors aligned with sustainable development and the ASEAN Regional Investment Promotion Action Plan (RIPAP). The consultant will work closely with a designated IPA and project developers to create comprehensive project documentation that is ready for presentation to potential investors. Additionally, the consultant will conduct a two-day workshop for ASEAN RIPAP focal points, focusing on enhancing institutional capacity and promoting investment in green transition sectors. This role requires a strategic mindset and the ability to integrate principles of gender equality, disability, and social inclusion (GEDSI) into project development processes.
Duties and Responsibilities:
Collaborate with ESCAP and the national IPA to identify a high-potential investment opportunity and develop investment-ready project documentation.
Ensure that the project aligns with the ASEAN Regional Investment Promotion Action Plan (RIPAP) and follows the ESCAP investible opportunity project template.
Prepare qualitative descriptions of potential emissions reduction benefits associated with the investment-ready project, utilizing sector averages and publicly available data.
Integrate findings related to emissions reduction into the project documentation.
Incorporate GEDSI principles throughout the project development process, ensuring equitable access and benefit-sharing for underrepresented groups.
Maintain regular communication with ESCAP and the national IPA to ensure successful completion of deliverables.
Plan and deliver a two-day workshop (12 training hours) for ASEAN RIPAP focal points, defining the location, focus, and format in consultation with the Economic Affairs Officer.
Required Qualifications: - Advanced university degree in economics, business, international development, or a related field. - Minimum of 15 years of experience in investment promotion or attraction, economic development, or related fields. - Proven experience in packaging investible opportunities on at least two projects within ASEAN. - Demonstrated ability to facilitate high-level workshops with investment promotion agencies. - At least 5 years of experience advising Investment Promotion Agencies. - Must indicate prior experience with the United Nations and provide expected daily rate for consultancy.
Educational Background: Candidates must possess an advanced university degree in economics, business, international development, or a related field. This educational background is essential for understanding the complexities of investment promotion and economic development, particularly in the context of sustainable development initiatives.
Experience: The position requires a minimum of 15 years of relevant experience in investment promotion or attraction, economic development, or related fields. Candidates should have a proven track record of successfully packaging investible opportunities and facilitating workshops with investment promotion agencies. Experience specifically within the ASEAN region is highly desirable, as is a background in advising IPAs.
Languages: Excellent communication skills in English are mandatory for this position. Proficiency in additional languages relevant to the ASEAN region may be considered an asset, enhancing the consultant's ability to engage with diverse stakeholders.
Additional Notes: The expected duration of the contract is from June 1 to November 30, 2026, with outputs to be delivered in both digital copy and on-site. The performance will be evaluated based on timely delivery and the quality of documentation. The consultant is expected to maintain regular communication with ESCAP and the national IPA throughout the project. The position allows for remote work, providing flexibility in how the consultant engages with stakeholders and delivers outputs.
