Job Overview:
The Finance and Administration Assistant position is integral to the Nepal Resident Mission (NRM) within the South Asia Department (SARD) of ADB. This role is based in Kathmandu, Nepal, and involves reporting to designated International Staff and Officers. The primary function of this position is to support the Resident Mission in financial management and control, reporting, and general office administration. The assistant will play a crucial role in budget processes, procurement, and maintaining relationships with government agencies and external stakeholders. The position also encompasses responsibilities related to asset management, logistics, and the implementation of quality management systems, making it essential for the smooth operation of the finance and administration team.

Duties and Responsibilities:
The Finance and Administration Assistant will have a diverse set of responsibilities, including but not limited to: supporting financial management and budget processes by preparing and verifying purchase orders, vouchers, receipts, and supporting documents; assisting in the preparation of mid-year and annual budget estimates in accordance with ADB guidelines; providing procurement and internal control support, including institutional procurement through the e-Proc System; preparing cost comparison charts and verifying supplier quotations; maintaining liaison with host government agencies and external stakeholders for tax exemptions and service delivery; supporting general office administration and logistics, including personnel administration follow-ups and travel arrangements; assisting in asset, facilities, and fleet management, including monitoring office equipment and vehicle maintenance; and implementing the ISO 9001:2015 Quality Management System for finance and administration functions. The assistant will also supervise General Services staff and perform other duties as required.

Required Qualifications:
Candidates for the Finance and Administration Assistant position must possess a Bachelor's degree in business administration, accounting, or a related field. Additionally, a minimum of 5 years of experience in financial accounting and general office administration, including logistics, is required. Comprehensive knowledge of finance, administration, and logistics functions is essential, along with demonstrated understanding of operational processes in international organizations. Proficiency in computer software and databases commonly used at ADB is necessary, with the ability to generate standard and ad hoc reports. Strong numerical skills and a good command of written and spoken English are also required.

Educational Background:
The educational requirement for this position is a Bachelor's degree in business administration, accounting, or a similar field. This educational background provides the foundational knowledge necessary for understanding financial management, accounting principles, and administrative processes, which are critical for the role of Finance and Administration Assistant.

Experience:
The position requires at least 5 years of relevant experience in financial accounting and general office administration, including logistics. This appointment is open to both internal and external applicants, but it is specifically a local staff position, meaning it is only available to nationals and permanent residents of Nepal. The role is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. After the initial period, ADB may choose to renew the appointment for an additional 3 years based on various factors, including the staff's performance and the organization's needs. It is important to note that this appointment is not convertible to a regular appointment.
