This role requires a comprehensive understanding of financial management, human resources, logistics, and program development. The Support Coordinator will work under the supervision of the Head of Delegation and will be responsible for ensuring that all financial, administrative, and logistical operations are conducted efficiently and in compliance with local laws and FRC policies. The position also involves capacity building and knowledge transfer to local counterparts, ensuring that the Moldovan Red Cross is well-equipped to continue the work initiated by the FRC. The Support Coordinator will play a key role in fostering collaboration between the Romanian and Moldovan Red Cross organizations, ensuring that all support functions are optimized to meet the needs of the programs.
Duties and Responsibilities:
Finance: Oversee all financial, accounting, and budgetary management for the delegation, ensuring accurate financial reporting and compliance with legal requirements.
Administration: Implement and manage the HR policy for the mission, ensuring adherence to local legislation and FRC standards.
Logistics: Supervise logistics management, providing technical assistance to local counterparts and ensuring quality control in all logistical processes.
Support Processes Development: Strengthen FRC's support functions and establish systems to support program implementation effectively.
Capacity Building: Facilitate training and knowledge transfer to the National Support Coordinator and relevant counterparts within the Moldovan Red Cross.
Coordination: Collaborate with the Romanian Red Cross, Moldovan Red Cross, and other stakeholders to ensure effective program delivery and resource management.
Reporting: Maintain communication with HQ logistics and finance advisors, ensuring alignment with organizational standards and practices.
Required Qualifications: Candidates must possess a Bachelor’s degree in humanitarian logistics, business administration, or finance. A minimum of three years of relevant experience in a similar role is required. Candidates should have a strong understanding of financial systems, budget monitoring, and internal accounting controls. Previous experience in closing or opening a country office is highly desirable, as is familiarity with donor logistics and finance requirements. Candidates should also demonstrate effective communication skills, particularly with national partners, and the ability to adapt to dynamic environments. Essential computer literacy, including proficiency in Microsoft Word and Excel, is required, along with experience using SAGA software.
Educational Background: A Bachelor’s degree in humanitarian logistics, business administration, or finance is mandatory for this position. This educational background provides the necessary foundation for understanding the complexities of financial management, logistics, and administrative processes within a humanitarian context.
Experience: The position requires a minimum of three years of demonstrable experience in a similar role, particularly in the humanitarian sector. Candidates should have experience in managing financial and logistical operations, as well as a proven track record of facilitating staff training and capacity building. Experience in working with international organizations and understanding donor requirements is also essential.
Languages: Proficiency in written and oral English is required for this position. Knowledge of French is considered a strong advantage, as it will facilitate communication with various stakeholders and enhance collaboration within the organization.
Additional Notes: This is an expatriate position with a fixed-term contract under French law. The salary will be determined based on the classification of the position and the candidate's experience. Employees will receive a daily per diem that varies by country, and they are entitled to a minimum of 10 to 15 days of leave every six months. Airfare for home travel will be fully covered by the French Red Cross. Health coverage includes CFE and Mutuelle MSH, with MedEvac/repatriation insurance provided. Additional insurance for death and disability is also included. The position is based in Chisinau, Moldova, with occasional visits to Bucharest, Romania, and is expected to last for five months, starting as soon as possible.
