Job Overview:
The position of Investment Ready Project Developer and Workshop Facilitator involves working closely with Investment Promotion Agencies (IPAs) in ASEAN member states to identify and develop investment-ready projects that align with the ASEAN Regional Investment Promotion Action Plan (RIPAP). The consultant will be responsible for creating comprehensive project documentation that highlights the investment opportunity and its potential contributions to sustainable development, particularly in the context of green transition sectors. The role also includes delivering a two-day workshop aimed at enhancing the capacity of ASEAN RIPAP focal points, ensuring that they are equipped with the necessary skills and knowledge to promote investment effectively. The consultant will be expected to integrate principles of Gender Equality, Disability, and Social Inclusion (GEDSI) into the project development process, ensuring equitable access and participation for underrepresented groups. The expected duration of the contract is from June 1, 2026, to November 30, 2026, with a focus on timely delivery and quality of outputs.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:
  • Collaborating with ESCAP and the designated national IPA to identify a high-potential investment opportunity and develop investment-ready project documentation. This documentation must adhere to the ESCAP investible opportunity project template and include qualitative descriptions of potential emissions reduction benefits associated with the project.
  • Ensuring that the project documentation incorporates GEDSI principles, promoting inclusivity and equitable access for underrepresented groups.
  • Maintaining regular communication with ESCAP and the national IPA to ensure alignment with project objectives and stakeholder priorities.
  • Planning and delivering a two-day workshop for ASEAN RIPAP focal points, focusing on enhancing their skills in investment promotion and project development. The workshop's location, focus, and format will be defined in consultation with the Economic Affairs Officer.
  • Preparing final deliverables, including full project documentation and a project teaser, ensuring that all outputs are developed through iterative consultation with stakeholders.

Required Qualifications:
The position requires the following qualifications: - An advanced university degree in economics, business, international development, or a related field. - A minimum of 15 years of experience in investment promotion or attraction, economic development, or related fields. - Proven experience in packaging investible opportunities on at least two projects within the ASEAN region. - A demonstrated track record of facilitating high-level workshops with investment promotion agencies. - At least 5 years of experience advising Investment Promotion Agencies. - Candidates must indicate their previous work with the United Nations and provide their expected daily rate for consultancy services.

Educational Background:
Candidates must possess an advanced university degree in a relevant field such as economics, business, or international development. This educational background is essential for understanding the complexities of investment promotion and economic development, as well as for effectively engaging with stakeholders in the ASEAN region.

Experience:
The position requires a substantial level of experience, specifically a minimum of 15 years in investment promotion or attraction, economic development, or related fields. Candidates should have a proven track record of successfully packaging investible opportunities and facilitating workshops, particularly in the context of investment promotion agencies. Experience in advising IPAs for at least 5 years is also necessary to ensure that the consultant can provide valuable insights and guidance.

Languages:
Excellent communication skills in English are mandatory for this position. Proficiency in additional languages relevant to the ASEAN region may be considered advantageous but is not explicitly required.
