Job Overview: The Head of Capacity & Digital Skills Development Division is responsible for leading the division and ensuring the delivery of its outputs within prescribed time, cost, and quality standards. This role involves providing authoritative expertise and strategic guidance on the goals and direction of the division's work. The incumbent will define policies and strategies for capacity and digital skills development, monitor the latest trends in digital transformation, and assist developing countries in adapting to a changing digital environment. The position requires collaboration with various stakeholders and the organization of capacity development meetings and workshops. The Head will also oversee the development of research, publications, and databases related to capacity and skills development, ensuring effective dissemination of information.
Duties and Responsibilities: The incumbent will lead and manage the Division, including its staff and financial resources, set objectives and priorities, determine budgetary requirements, and provide strategic guidance on the goals, direction, and planning of the Division's work. Responsibilities include defining capacity and digital skills development policies, monitoring the latest capacity and skills development aspects related to digital transformation, managing the implementation of capacity development activities, planning and organizing capacity development meetings, and developing partnerships with various organizations. The role also involves supervising the elaboration of standards and guidelines related to capacity development, ensuring effective synergies in planning and implementing actions, and performing other related duties as assigned.
Required Qualifications: Candidates must possess an advanced university degree in telecommunications/ICTs, human resources management, education, or a related field. Alternatively, a diploma of equivalent standard from a reputed college of advanced education may be accepted. For internal candidates, a first university degree in one of the fields above combined with fifteen years of qualifying experience may be accepted in lieu of an advanced degree for promotion or rotation purposes. Additionally, candidates should have extensive knowledge of telecommunication/ICT sector policy and regulatory frameworks, as well as experience in capacity and skills development.
Educational Background: An advanced university degree in telecommunications/ICTs, human resources management, education, or a related field is required. A diploma of equivalent standard from a reputed college may also be accepted. For internal candidates, a first university degree combined with fifteen years of qualifying experience may suffice for promotion or rotation purposes.
Experience: Candidates should have at least ten years of progressively responsible experience in a telecommunication organization, including five years at the international level. Experience in capacity and skills development is essential, along with knowledge of conditions in the developing world and technical cooperation activities. Experience in planning and organizing telecommunication/ICT training centers and project management experience would be advantageous. A Doctorate in a related field can substitute for three years of working experience.
Languages: Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at an advanced level is mandatory, along with knowledge of a second official language at an intermediate level. Knowledge of a third official language would be an advantage. A relaxation of language requirements may be authorized for candidates from developing countries who possess thorough knowledge of one official language.
Additional Notes: The position is a fixed-term contract for a duration of 2 years with the possibility of renewal. The recruitment is open to external candidates. The total annual salary consists of a net annual salary in US dollars and a post adjustment (cost of living allowance), with an annual salary starting from $101,540 plus a post adjustment of $82,65
