Job Overview:
The Chief of Administration and Finance is a senior-level position responsible for overseeing the administrative, financial, and logistical support functions of the ITU. This role involves acting as the principal adviser to the Secretary-General on human resources, budget, finance, and procurement services. The Chief will plan, organize, implement, manage, and oversee all related activities, ensuring the development and monitoring of work plans, strategies, and programs. The position requires establishing sound policies and practices consistent with ITU and UN Common System regulations. The Chief will represent ITU in inter-organization meetings and ensure effective human resources management, financial planning, and procurement activities, all while fostering a supportive work environment that encourages creativity and performance measurement based on results.

Duties and Responsibilities:
The Chief of Administration and Finance will be responsible for implementing the ITU mandate by providing managerial, administrative, and logistical support in human resources, budget and finance, and procurement services. Key responsibilities include advising the Secretary-General on personnel matters, directing the development and implementation of personnel policies, overseeing financial planning and management of the Union's budget, and ensuring compliance with ITU's financial policies. The Chief will also manage procurement activities, travel services, and provide guidance to ITU staff throughout these processes. Additionally, the Chief will perform other related duties as assigned, ensuring effective communication and collaboration across departments and with external stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree in business or public administration, human resources management, finance, accounting, law, telecommunications, or related fields. Alternatively, a diploma from a reputed college of advanced education equivalent to an advanced university degree may be accepted. For internal candidates, a first university degree in one of the specified fields combined with twenty-five years of qualifying experience may be accepted in lieu of an advanced degree for promotion or rotation purposes.

Educational Background:
An advanced university degree in relevant fields such as business or public administration, human resources management, finance, accounting, law, telecommunications, or related areas is required. Candidates with a diploma from a recognized institution equivalent to an advanced degree may also be considered. Internal candidates may substitute extensive experience for formal educational qualifications under specific conditions.

Experience:
Candidates should have at least twenty years of progressively responsible experience in managing organizational issues, including human resources, finance, and general administration. A minimum of ten years of this experience must be at the international level, with at least ten years in an executive management role. A Doctorate in a related field may substitute for three years of working experience. Experience within the UN Common System and familiarity with ITU's structure and procedures would be advantageous.

Languages:
Candidates must have advanced knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) and intermediate knowledge of a second official language. Knowledge of a third official language is considered an advantage. There is a provision for relaxation of language requirements for candidates from developing countries who possess thorough knowledge of one official language.

The position is a fixed-term contract for two years with the possibility of renewal. The recruitment is open to external candidates. The total annual salary consists of a net annual salary and a post adjustment (cost of living allowance), with an annual salary starting from $128,422 plus a post adjustment of $115,58
