Job Overview: The position of Radiocommunication Engineer is situated within the Radiocommunication Bureau (BR) of ITU, specifically in the Terrestrial Services Department (TSD). The role involves a variety of responsibilities centered around the application of the Radio Regulations and providing technical and administrative support for ITU's World and Regional Radiocommunication Conferences, Radiocommunication Assemblies, and Study Groups. The engineer will be tasked with maintaining and enhancing the Maritime systems and databases (MARS), ensuring compliance with the Radio Regulations and other relevant decisions and recommendations. This position requires a proactive approach to analyzing operational procedures related to the radio frequency spectrum and developing specifications and validation rules for new or revised procedures. The engineer will also be responsible for preparing statistics and reports on submissions related to terrestrial services stations, analyzing requests from various entities to utilize ITU maritime data, and contributing to the preparation of international conferences and workshops on maritime issues.
Duties and Responsibilities: The incumbent will perform a range of duties under the supervision of the Head of the Service Publications Section in the Terrestrial Publication and Registration Division. Key responsibilities include: acting as the focal point for the Maritime systems and databases (MARS), examining and analyzing operational procedures related to the radio frequency spectrum, developing specifications and validation rules, maintaining and updating regulatory content on relevant websites, preparing statistics and reports on submissions related to maritime services, analyzing requests from administrations and private companies, participating in studies related to maritime publications, following developments in the Cospas-Sarsat system, attending meetings and Study Group Sessions, and contributing to preparatory work for conferences and seminars.
Required Qualifications: Candidates must possess an advanced university degree in telecommunications engineering or a related field, such as science or engineering. Alternatively, education from a reputable college of advanced education with a diploma equivalent to an advanced university degree may be accepted. For internal candidates, a first university degree combined with seven years of qualifying experience may suffice for promotion or rotation purposes. Additional education from recognized Maritime Institutions is advantageous.
Educational Background: The educational background required for this position includes an advanced university degree in telecommunications engineering or a related field. Candidates with a first university degree and extensive experience may also be considered. Additional qualifications from recognized Maritime Institutions would be beneficial, particularly those recognized by the International Maritime Organization.
Experience: Candidates should have at least five years of progressively responsible experience in radiocommunications services, including a minimum of two years at the international level. A Doctorate in a related field may substitute for two years of working experience. Experience with maritime issues, particularly the Global Maritime Distress and Safety System (GMDSS), is essential. Familiarity with web page development is considered an asset.
Languages: Candidates must have advanced knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) and intermediate knowledge of a second official language. Knowledge of a third official language is advantageous. There is a provision for relaxation of language requirements for candidates from developing countries who possess thorough knowledge of one official language.
Additional Notes: The position is a fixed-term contract for a duration of two years, with the possibility of renewal. It is open to external candidates. The total annual salary consists of a net annual salary in US dollars, along with a post adjustment (cost of living allowance). The annual salary starts at $70,212, with a post adjustment of $57,15
