The United Nations Office on Drugs and Crime (UNODC) is a leading UN agency established to combat illicit drugs, crime, corruption, and terrorism globally. The UNODC Regional Office for South Asia (UNODC ROSA), located in New Delhi, India, oversees operations in six countries: Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka. The organization is committed to delivering technical assistance through its Regional Programme for South Asia for the period 2024-2028, focusing on five key sub-programmes: addressing the drug problem, countering transnational organized crime, preventing corruption and economic crime, countering terrorism, and enhancing criminal justice and crime prevention.

Job Overview:
The Programme Coordinator will play a pivotal role in supporting the implementation of the Technical Cooperation Asia and Iraq team within the Human Trafficking and Migrant Smuggling Section. This position is specifically focused on the project aimed at preventing and addressing trafficking in human beings and smuggling of migrants (THB-SOM) in South Asia. The incumbent will work under the direct supervision of the global Project Coordinator and will be guided by the Regional Representative/Deputy Representative of the UNODC Regional Office for South Asia. The role involves leading the implementation of the THB-SOM Project in Maldives, ensuring that all project activities align with UNODC's rules and regulations. The Programme Coordinator will be responsible for planning, implementing, and managing the delivery of policies, reports, knowledge products, and other results as outlined in the project document and annual work plans. The position requires collaboration with government officials, local governments, civil society organizations, and other UN agencies to achieve the project's objectives.

Duties and Responsibilities:
The Programme Coordinator will have a comprehensive set of responsibilities, including:
  • Overall operational management for successful execution and results achievement, ensuring that project goals and deadlines are met.
  • Knowledge building and capacity enhancement services, including designing and implementing training events and workshops for criminal justice actors.
  • Financial management, ensuring effective management of the project’s financial resources and proper accounting.
  • Providing policy and programme support, including identifying key policy issues and formulating alternative policy options for Maldives.
  • Monitoring project activities and ensuring compliance with project goals.
  • Preparing technical presentations and periodic project progress reports.
  • Engaging with government and non-government entities, representing UNODC at relevant meetings and workshops.
  • Conducting outreach and dissemination activities to promote cooperation and information sharing.
  • Coordinating with intergovernmental organizations and NGOs involved in training on related issues. 1
  • Undertaking negotiations and consultations on anti-trafficking and anti-smuggling issues with relevant stakeholders.

Required Qualifications:
Candidates must possess a strong background in project management, particularly in areas related to human trafficking and migrant smuggling. They should demonstrate excellent communication skills, both written and verbal, and have the ability to work collaboratively with diverse stakeholders. A solid understanding of UNODC's mission and objectives, as well as experience in financial management and policy formulation, is essential. The ideal candidate should also have a proven track record in capacity building and training facilitation, particularly in the context of criminal justice.

Educational Background:
A relevant educational background is required, typically including a degree in social sciences, law, international relations, or a related field. Advanced degrees (Master's or higher) are preferred and may be necessary for certain aspects of the role, particularly those involving policy analysis and strategic planning.

Experience:
Candidates should have substantial experience in project management, ideally with a focus on human trafficking, migrant smuggling, or related areas. A minimum of 5 years of relevant professional experience is typically expected, with a strong emphasis on operational management and collaboration with governmental and non-governmental organizations. Experience working in international settings or with UN agencies is highly desirable.

Languages:
Fluency in English is mandatory, as it is the working language of UNODC. Knowledge of additional languages, particularly those relevant to the South Asian region, is considered an asset and may enhance the candidate's suitability for the role.

Additional Notes:
This position is an International UN Volunteer assignment, which means that the selected candidate will be responsible for arranging their own housing and living essentials in Malé, Maldives. The living conditions in Malé can be challenging, with high rental costs and limited infrastructure. The UN Volunteer will need to be prepared for these conditions and should review the full entitlements and conditions of service available at the UNV website. The role is expected to be full-time, and the candidate should be prepared for a dynamic work environment that requires flexibility and adaptability.
