Job Overview: The Senior Advisor position is critical for the Telecommunication Development Bureau (BDT) of ITU, which is responsible for coordinating the work of the Telecommunication Development Sector. The role involves managing regional initiatives, operational plans, and projects aimed at fostering universal access to affordable and secure telecommunications/ICTs. The incumbent will work closely with Member States to implement programs that align with the Sustainable Development Goals (SDGs) and respond to regional needs. The position requires a strong focus on partnership development, resource mobilization, and ensuring that ITU's technical cooperation activities are aligned with national plans. The Senior Advisor will also play a key role in improving internal collaboration and knowledge sharing within the organization, ensuring effective implementation of strategic and operational plans.
Duties and Responsibilities: The incumbent will manage the full life cycle of assigned regional initiatives and projects, including establishing partnerships and mobilizing resources. Responsibilities include developing proposals, defining project goals and deliverables, and implementing monitoring and evaluation frameworks. The Senior Advisor will identify opportunities for partnerships within the UN Sustainable Development Group and contribute to the development of the UN Sustainable Development Cooperation Framework. The role also involves improving internal collaboration and knowledge management within the Regional Office, managing reporting staff and consultants, and promoting innovation and effective working methods. The incumbent will support the Regional Director in coordinating activities between headquarters and regional offices, ensuring timely information sharing and collaboration with UN agencies.
Required Qualifications: Candidates must possess an advanced university degree in telecommunications, engineering, ICT, social sciences, international relations, development studies, public or business administration. Alternatively, a diploma of equivalent standard from a reputed college in one of the technical fields may be accepted. For internal candidates, a first university degree in one of the fields combined with fifteen years of qualifying experience may be accepted in lieu of an advanced degree. Project management certification is desirable. Candidates should have at least ten years of progressively responsible experience in telecommunications, digital transformation, and ICT for development, with at least five years at the international level. Experience in developing and managing ICT or telecommunications projects is essential, and familiarity with the Asia-Pacific region is preferred.
Educational Background: An advanced university degree in relevant fields such as telecommunications, engineering, ICT, social sciences, international relations, development studies, or public/business administration is required. For internal candidates, a first university degree combined with extensive experience may be accepted. A project management certification is also desirable, indicating a strong foundation in managing complex projects effectively.
Experience: Candidates should have a minimum of ten years of progressively responsible experience in telecommunications, digital transformation, and ICT for development. This experience should preferably be acquired in a telecommunications/ICT administration, international/regional organization, or recognized private sector. At least five years of this experience should be at the international level. A doctorate in a related field can substitute for three years of working experience. Proven experience in establishing partnerships and resource mobilization for technical and development assistance is also desirable, particularly within the context of UN or international organizations.
Languages: Candidates must have advanced knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) and intermediate knowledge of a second official language. Knowledge of a third official language would be advantageous. There is a provision for relaxation of language requirements for candidates from developing countries who possess thorough knowledge of one official language.
Additional Notes: The position is a fixed-term contract for a duration of 2 years with the possibility of renewal. It is open to external candidates and is based in Bangkok, Thailand. The total annual salary consists of a net annual salary and a post adjustment (cost of living allowance), with an annual salary starting from $101,540 plus a post adjustment of $36,75
