Job Overview: The Senior Validation and Quality AssuranceEngineer (Software) position is crucial within the Radiocommunication Bureau (BR) of ITU. The role involves providing specialized advice and leading the design, implementation, and maintenance of applications and databases. This position requires coordination with users, specialists, and peers in other organizations. The incumbent will ensure the quality of application and database development by planning schedules, executing implementation work, and conducting systems tests. Responsibilities include manual feature and integration testing, developing test automation artifacts, and facilitating user acceptance testing. The engineer will also prepare technical documentation and training materials, ensuring that testing standards and procedures are followed. This role is integral to the development of software and related tools used by the BR, contributing to the management of the radio frequency spectrum and satellite orbits.
Duties and Responsibilities: The incumbent will assure the quality of application and database development by planning schedules and executing implementation work and systems tests. This includes undertaking manual feature and integration testing, developing test automation artifacts, executing test suites, facilitating user acceptance testing, and production deployment. The engineer will also develop testing tools, recommend standards, templates, and new methodologies, and provide specialist advice in testing/test automation. They will evaluate the effectiveness and performance of automated systems and prepare technical reports. The role involves preparing complete systems documentation and user operating procedures, providing technical support to developers and end users, and ensuring compliance with testing standards. The engineer will also supervise staff performing manual testing and coding for automated testing, and will be responsible for liaising with users during the quality assurance phase of software projects.
Required Qualifications: Candidates must possess an advanced university degree in computer science, information systems management, or a related field. Alternatively, education from a reputed college with a diploma equivalent to an advanced university degree in the aforementioned fields may be accepted. For internal candidates, a first university degree in one of the fields combined with ten years of qualifying experience may be accepted in lieu of an advanced degree for promotion or rotation purposes. Additionally, candidates should have at least seven years of progressively responsible experience in software validation, including three years at the international level. A Doctorate in a related field can substitute for three years of work experience. Educational Background: The educational background required for this position includes an advanced university degree in computer science, information systems management, or a related field. Experience: Candidates should have a minimum of seven years of progressively responsible experience in software validation, with at least three years at the international level. A Doctorate in a related field can be considered as a substitute for three years of work experience. Experience in testing the latest web technologies, including security requirements and accessibility for disabled persons, is essential. Additionally, candidates should have experience in web application user interface and API testing automation using tools such as Selenium, SpecFlow, Cucumber, Gherkin, or equivalent frameworks. Familiarity with requirements management and issue tracking systems like Atlassian JIRA/Confluence is also necessary.
Languages: Candidates must have knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at an advanced level, and knowledge of a second official language at an intermediate level. Knowledge of a third official language would be advantageous. Under the provision of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized for candidates from developing countries who possess a thorough knowledge of one of the official languages of the Union.
Additional Notes: The position is a fixed-term contract for a duration of 2 years with the possibility of renewal. It is open to external candidates. The total annual salary consists of a net annual salary in US dollars and a post adjustment (cost of living allowance), which is variable and subject to change. The annual salary starts from $84,672 plus a post adjustment of $76,20
